Mayor Colinas called the regular Brier City Council Meeting to order at 7:00 PM and the flag salute was given.

Roll Call:

Present: Mayor Colinas, Councilmember Gallagher, Joplin, Krienke, Nick, Steele and Thorpe.

Absent: Councilmember Kaemingk.

Staff: City Planner Flathman.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Steele reviewed Claim Checks on October 7^th.

Councilmember Nick will attend the Parks Board meeting October 11^th.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of September 26, 2017. Motion: Approve the Brier City Council Minutes of September 26, 2017, Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

Public Hearings:

Mayor Colinas opened the discussion for Home Occupation License BR17-073 Hart Landscaping located at 3426 Russet Rd, by Dan Hart. City Planner Jennifer Flathman gave a brief overview of the business and the conditions with a recommendation of approval. Mayor Colinas opened the Public Hearing for Home Occupation License BR17-073 Hart and Sons Landscaping located at 3426 Russet Rd, by Dan Hart at 7:12 PM.

James Leary-3428 Russet Rd., Spoke on behalf of the Hart's and is in favor of the business.

Mayor Colinas called the public Hearing closed at 7:15 PM.

Motion: Approve Home Occupation License BR17-073 Hart Landscaping located at 3426 Russet Rd, by Dan Hart, with all conditions to be met as stated in the Staff Report prior to issuance. There was council discussion. Moved by Councilmember Krienke, Seconded by Councilmember Joplin. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas opened consideration to cancel the Workshop Meeting of October 17, 2017. Motion: Cancel the Workshop Meeting of October 17, 2017. Moved by Councilmember Gallagher, Seconded by Councilmember Steele. Motion Carried.

Mayor Colinas opened for consideration approval to purchase a new transmission for a Public Works vehicle in an amount not to exceed $5000.00. Motion: Approve the purchase of a new transmission for a Public Works vehicle in an amount not to exceed $5,000.00. Moved by Councilmember Nick, Seconded by Councilmember Thorpe. Motion Carried.

Councilmember Nick reminded Council that Dog O' Ween is Saturday October 14^th, 2017.

Councilmember Steele noticed that many residents approve of the dog disposal bag station and also stated that the corner of Vine Rd is starting to crumble.

Mayor Colinas wanted to recognize the great work that Troop 60 did at Locust Creek Park. Troop 662 is planning on doing improvements to the wood railings at the Brier Horse Arena.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the September 2017 Payroll Checks. Motion: Approve the September 2017 Payroll Checks No. 32230 through No. 32246 and No. 32327 to No. 32343 in the amount of $138,618.87. Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Colinas opened for consideration approval of the September 2017 Claim Checks. Motion: Approve the September 2017 Claim Checks No. 32341 through No. 32342 and Claim checks No. 32344 through No. 32378 in the amount of $128,640.13. Moved by Councilmember Steele, Seconded by Councilmember Nick. Motion Carried.
