BRIER CITY COUNCIL MINUTES
November 14, 2017
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:01 PM.
Roll Call:
Present: Mayor Colinas, Councilmember Gallagher, Krienke,
Nick, Councilmember Thorpe and Councilmember Steele arrived at 7:02 PM.
Absent: Councilmember Joplin,
Councilmember Kaemingk.
Staff: Clerk-Treasurer Swisher.
Public

Reports of
Committees & City Officials:
Councilmember Nick attended the Parks Board meeting
on November 8th.
Councilmember Steele reviewed the claim checks on
November 12th.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of October 24, 2017. Motion:
Approve the Brier City Council Minutes of October 24, 2017. Moved by Councilmember Nick, Seconded
by Councilmember Gallagher. Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City
Council Workshop Minutes of November 7, 2017. Motion:

Mayor Colinas opened for consideration approval of
the election to receive emergency communication services from Snohomish County
911. Motion: Authorize the Mayor's
signature on the Election to receive emergency communication services from
Snohomish County 911. Moved by
Councilmember Krienke, Seconded by
Councilmember Steele. Motion Carried.
Public
Hearings:
Mayor Colinas opened the Public Hearing at 7:05 PM on
Ordinance No. 448, levying the General Taxes for the Fiscal Year commencing
January 1, 2018. Mayor Colinas closed the public hearing at 7:06 PM.
Mayor Colinas opened the Public Hearing at 7:07 PM on
Ordinance No. 441.A, amending the 2017 Operating Budget and increasing
Expenditures from Fund #620 Deposit Funds. Mayor Colinas closed the public
hearing at 7:13 PM.
Mayor Colinas opened the Public Hearing at 7:14 PM on
the Preliminary 2018 Operating Budget.
Doina Zanidache, 23626 Brier Rd, stated she does not like property taxes
but everybody loves Brier, God Bless America. Mayor Colinas closed the public
hearing at 7:21 PM.

Mayor Colinas opened for consideration approval of
Ordinance No. 448, levying the General Taxes for the Fiscal Year 2018. 7:22 PM Motion: Approve Ordinance No. 448,
levying the General Taxes for the Fiscal Year 2018. Moved by Councilmember Steele, Seconded
by Councilmember Thorpe. Motion Carried.
Mayor Colinas opened for consideration approval of
Ordinance No. 441.A, amending the 2017 Operating Budget increasing Expenditures
in Fund #620, Deposit Fund. 7:22 PM Motion:

Miscellaneous
Business by Call of Councilmembers & City Officials
Mayor Colinas asked Councilmember Nick about the
discussion with the Park Board concerning the budget.
Councilmember Steele commended the Public Works
crew for their work on keeping the parks in nice condition.
Councilmember Krienke stated that there are more
coyotes this year and asked if there is anything that could be done about them.
Mayor Colinas explained that there is an entire page on the Dept. of Fish &
Wildlife regarding coyotes.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the October 2017
Payroll Checks. Motion:
Approve the October 2017 Payroll Checks No. 32379 through No. 32380 and
No. 32422 through No.32436 and EFTs in the amount of $135,891.46. Moved by Councilmember Steele, Seconded by Councilmember Thorpe. Motion
Carried.
Mayor Colinas opened for consideration approval of the October 2017
Claim Checks. Motion:
Approve the October 2017 Claim Checks No. 32437 through No. 32440 and
No. 32443 through No. 32595 in the amount of $131,676.38 and voided Check
No.32365. Moved
by Councilmember Steele, Seconded by
Councilmember Gallagher. Motion Carried.
