BRIER CITY COUNCIL MINUTES
November 28, 2017
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:01 PM and the flag salute was given.

weekend.
Approval
of Minutes:
Mayor Colinas
opened for consideration approval of the Brier City Council Minutes of November
14, 2017. Motion: Approve the Brier City Council Minutes of November
14, 2017. Moved by Councilmember
Nick, Seconded by Councilmember
Gallagher. Motion Carried.
Mayor Colinas

Consent
Agenda:
Mayor Colinas opened for consideration approval for
the Purchase of Building Permit Software in the amount of $4,900 plus tax, Motion: Approve the purchase of Building
Permit Software in the amount of $4,900 plus tax contingent upon the completion
of the requests made by Councilmember Krienke and he will help to get the
finalized version crafted. Moved by
Councilmember Krienke, Seconded by
Councilmember Thorpe. Motion Carried.
Mayor Colinas opened for consideration approval for
the Purchase of a new server in the amount of $5,474 plus tax and shipping, Motion: Approve the Purchase of a new server
in the amount of $5,474 plus tax and shipping. Moved by Councilmember Joplin, Seconded
by Councilmember Gallagher. Motion Carried.
Mayor Colinas opened for consideration approval for
the Addendum to the Personal Service Contract for the Chief of Police. Motion: Approve the Addendum to the
Personal Service Contract for the Chief of Police. Moved by Councilmember Steele, Seconded
by Councilmember Kaemingk. Motion Carried.
Public
Hearings:
Mayor Colinas opened the Final Public Hearing of
the 2018 Operating Budget at 7:09 PM.
Shelly Magnuson, Brier, was curious about the Parks
Board budget for 2018.
Hunter Hendrickson, Brier, as a Parks Board member
he thought it would be really nice to have a parks
board plan and annual budget to work from.
Karla Wood, Brier, she has been doing the
Dog-o-ween program for 10 years now and she would like to have a $100 to purchase
prizes to give away.
Ken Overstreet, Bothell, formally invited the
Council to the tree lighting event this Saturday; he also wanted to ask for a
budget to continue the music in the park event.
Mayor Colinas closed the Public Hearing at 7:17 PM.
There was discussion regarding the Park Board budget and moving forward with
further discussions regarding planning and expenditures related to the park
events.

Resolutions & Orders
Mayor Colinas opened for consideration approval of
Resolution No. 567, authorizing an increase to the Mayor's expenditure
authority. Motion: Approve

Mayor Colinas opened for consideration approval of
Ordinance No. 449, amending Title 2.04 revising the Mayor's compensation. Motion: Approve Ordinance No. 449,

Mayor Colinas opened for consideration approval of
Ordinance No. 450, adopting the 2018 Operation Budget. Motion: Approve Ordinance No. 450, adopting the 2018 Operation
Budget. Moved by Councilmember
Gallagher, Seconded by Councilmember
Steele. Motion Carried.
Mayor Colinas opened for consideration approval of
Resolution No. 568, authorizing the Mayor's signature on the Interlocal
Agreement with Snohomish County Regional Public Safety Communications Agency. Motion: Approve Resolution No. 568,
authorizing the Mayor's signature on the Interlocal Agreement with Snohomish

by Councilmember Nick. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials
Mayor Colinas handed out bids and asked for
authorization to top off the gas tanks and make a fuel purchase not to exceed
$14,000. Motion: Authorize the Mayor
to make a fuel purchase not to exceed $14,000. Moved by Councilmember Krienke, Seconded by Councilmember Kaemingk. Motion Carried.
Mayor Colinas gave a brief overview of next week's
workshop agenda.
Mayor Colinas addressed a letter about the
Snohomish Health District and will be discussing it with neighboring cities in
the coming week.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the November 2017
Claim Checks. Motion:
Approve the November 2017 Claim Checks No. 32496 through No. 32499,
Claim Check No. 32415 and Claim Checks No. 32517 through No.
32542 in the amount of $148,206.80. Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion
Carried.
