BRIER CITY COUNCIL MINUTES

December 12, 2017

Mayor Colinas called the regular Brier City Council Meeting to order at 7:01 PM.

 

Roll Call:

Present: Mayor Colinas, Councilmember Gallagher, Joplin, Kaemingk, Krienke, Nick, Steele, and Thorpe.

Staff: Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Steele reviewed the claim checks over the weekend.

Councilmember Nick will attend the year end Parks Board meeting tomorrow evening.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 28, 2017. Motion: approve the Brier City Council Minutes of November 28, 2017. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of December 5, 2017. Motion: approve the Brier City Council Workshop Minutes of December 5, 2017. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the Consent Agenda which includes approval of:


Interlocal Agreement with the City of Sunnyside for the Housing of Inmates,

Public Defender Services Agreement with the Law Offices of Greg Schrag,

Prosecutor Services Agreement with Darrel Johnson,

Engineering Services Agreement with Pace Engineers,

Legal Services Agreement with Inslee Best Doezie & Ryder, PS,

Authorization for the Mayor to sign the Agreement for the Arterial Preservation Program with the Washington State Transportation Improvement Board (TIB).

Motion: approve the consent agenda as stated. Moved by Councilmember Gallagher, Seconded by Councilmember Steele. Motion Carried.


New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration approval of the Mayor's Appointment of Kristin Ficker to the Park Board Position No. 6 with a term set to expire September 15, 2021.

Motion: approve the Mayor's Appointment of Kristin Ficker to the Park Board Position No. 6 with a term set to expire September 15, 2021. Moved by Councilmember Nick, Seconded by Councilmember Kaemingk. Motion Carried.


Mayor Colinas opened for consideration approval of the Mayor's Re-Appointment of Shelly Magnuson to the Park Board Position No. 1 with a term set to expire September 15, 2021. Motion: approve the Mayor's Re-Appointment of Shelly Magnuson to the Park Board Position No. 1 with a term set to expire September 15, 2021. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.


Mayor Colinas opened for consideration approval of the Mayor's Re-Appointment of Hunter Hendrickson to the Park Board Position No. 5 with a term set to expire September 15, 2021. Motion: approve the Mayor's Re-Appointment of Hunter Hendrickson to the Park Board Position No. 5 with a term set to expire September 15, 2021.  Moved by Councilmember Nick, Seconded by Councilmember Steele. Motion Carried.


Mayor Colinas opened for consideration appointment of a representative to attend the Community Transit Board meeting for election of Board of Directors on January 18, 2018. Motion: appoint Councilmember Gallagher to represent the City of Brier at the January 18, 2018 Community Transit Board meeting. Moved by Councilmember Thorpe, Seconded by Councilmember Nick. Motion Carried.


Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas handed out a memo regarding the changes to the sick leave requirements that will go into effective January 1, 2018.

 

Mayor Colinas discussed the creation of the Board for the new Snohomish County 911 Communications and the attendance of representatives to the caucus for voting of the Board members. Motion: appoint Councilmembers Nick, Gallagher, Kaemingk, Steele, Krienke, Joplin, Thorpe, Mayor Colinas & Chief Catlett as caucus members to the Snohomish County 911 meeting on January 17, 2018. Moved by Councilmember Steele, Seconded by Councilmember Kaemingk. Motion Carried.


Mayor Colinas asked if the Council would like to consider cancelling the December 26, 2017 regular meeting. Motion: cancel the December 26, 2017 Brier City Council meeting. Moved by Councilmember Kaemingk, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Colinas shared with the Council that he received an email from Hunter Hendrickson of the Park Board asking about planning for the Music in the Park event and asking about including a beer garden.


Mayor Colinas opened for consideration approval of the November 2017 Payroll Checks. Motion: approve the November 2017 Payroll Checks No. 32441 through No. 32442, No. 32500 through No. 32516 and EFT Transactions in the amount of $144,808.43. Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Colinas opened for consideration approval of the November 2017 Claim Checks. Motion: approve the November 2017 Claim Checks No. 32543 through No. 32545 and Checks No. 32549 through No. 32578 in the amount of $43,642.70. Moved by Councilmember Steele, Seconded by Councilmember Nick. Motion Carried.
