BRIER CITY COUNCIL MINUTES
December 19, 2017
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:01 PM.
Roll Call:
Present: Mayor
Colinas, Councilmember Gallagher, Joplin, Krienke, Nick, Steele and Thorpe.
Absent: Councilmember Kaemingk.
Staff: Clerk-Treasurer Swisher and
Chief Catlett.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Steele reviewed claim checks over the
weekend.
Councilmember Nick attended the Parks Board meeting
on December 13th.
Approval
of Minutes:
Mayor Colinas
opened for consideration approval of the Brier City Council Minutes of December
12, 2017. Motion: approve the Brier
City Council Minutes of December 12, 2017. Moved by Councilmember Thorpe, Seconded by Councilmember Steele. Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration approval of
the Consent Agenda to release the bonds related to the Wynbrook II Project
which includes;
Bond #WAC54097 in the amount of $5,520.00 for the
Swale and Park Landscaping. Bond #WAC52647-1 in the amount of $52,141.72 for
the Onsite/Offsite ATB Paving.
Bond #WAC53768 in the amount of $241,500.00 for the
Onsite/Offsite Storm, Sewer and all Concrete Work.
Bond #WAC52646 in the amount of $136,222.33 for the
Final Lift of Asphalt.
Motion: approve the bond releases
for the Wynbrook II Project as stated. Moved
by Councilmember Gallagher, Seconded
by Councilmember Nick. Motion Carried.

Business:
Mayor Colinas opened for consideration approval of
the full release of Bond #WAC53614 for the Tree Protection Assurance Bond for
Wynbrook II. Motion: approve the

Krienke, Seconded by Councilmember

Business, Petitions, Communications, Application Appeals:
Mayor Colinas opened for consideration approval of
the Revised Agreement for Building Official, Eric Beverly. Motion:
approve the Revised Agreement for Building Official, Eric Beverly. Moved by Councilmember Krienke, Seconded by Councilmember Gallagher. Motion
Carried.
Mayor Colinas opened for consideration approval of

Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Colinas opened for discussion the cancellation
of the January 2, 2018 Brier City Council Workshop Meeting. Motion: approve the cancellation of the
January 2, 2018 Brier City Council Workshop Meeting. Moved by Councilmember Nick, Seconded
by Councilmember Gallagher. Motion Carried.
Chief Catlett discussed the difficulties that we
are experiencing with hiring officers.
Mayor Colinas asked the Council if they are
interested in the change that HB5674 created where they could appoint a staff
member to approve subdivisions administratively. This bill was passed in the
last legislative session. The Council was not interested in changing the code.
Auditing of Accounts:
Mayor Colinas opened for consideration approval of the December 2017
Claim Checks.Motion: approve the December
2017 Claim Checks No. 32579 through No. 32598 in the amount of $23,321.39. Moved by
Councilmember Steele, Seconded by
Councilmember Gallagher. Motion Carried.
