BRIER CITY COUNCIL MINUTES
January 23, 2018
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:00 PM and the flag salute was given.
Roll Call:
Present: Mayor Colinas, Councilmember Gallagher, Joplin,
Kaemingk, Krienke, Nick, Steele and Thorpe.

Requests & Oral Communications:
Mayor Colinas introduced Kelley Murdock, Branch Manager
of the Brier Library. Kelley stood up and introduced herself. She grew up in
the Bothell area and has worked for the Sno-Isle Library system since 2015.
Ralph Kearsy, Chief Administrative Officer and
Technical Supervisor Craig Boyd from Snohomish County Emergency Radio Systems
(SERS) gave an informative presentation regarding funding a radio system
upgrade by Snohomish County. Mr. Kearsy thanked the Council for listening and
asked for their support in asking the Snohomish County Council to find the
mechanism by resolution to fund the upgrade, which is approx. 75 million
dollars. There was Council discussion
regarding avenues of funding.
Reports of
Committees & City Officials:
Councilmember Steele reviewed claim checks over the
weekend.
Councilmember Kaemingk, Councilmember Steele and
Mayor Colinas attended the Snohomish County 911 Meeting on January 17th, 2018.
Councilmember Nick and Councilmember Thorpe attended
the Parks Board meeting on January 10th, 2018.
Councilmember Gallagher attended the Planning
Commission meeting on January 17th and the Community Transit meeting on January
18th, 2018.
Approval
of Minutes:
Mayor Colinas
opened for consideration approval of the Brier City Council Minutes of January
9, 2018. Motion: Approve the Brier City Council Minutes of January 9, 2018. Moved by
Councilmember Nick, Seconded by
Councilmember Gallagher. Motion Carried.
Miscellaneous

Councilmember Kaemingk gave an update regarding
liaison assignments: Councilmember Thorpe - Parks Board
Councilmember Joplin - County Performance Audit
Committee
Councilmember Krienke - Police
Councilmember Steele - Budget Committee
Councilmember Gallagher - Planning Commission
Councilmember Nick - Library Board
Councilmember Kaemingk - Mayor Pro-Tem
Councilmember Steele commented on having another
large bill for the HVAC system for City Hall. Mayor Colinas gave a brief
description as to why.
Mayor Colinas opened for consideration of the
Annual Comprehensive Plan Update Announcement. The City will be accepting suggested updates for the Annual Comprehensive
Plan though the month of March and notice will be posted at each of the three kiosk
locations.

of Accounts:
Mayor Colinas opened for consideration approval of the January 2018
Payroll Checks. Motion: Approve the January 2018
Payroll Checks No. 32622 through No. 32697 and EFTs in the amount of
$162,273.28. Moved
by Councilmember Steele, Seconded by
Councilmember Kaemingk. Motion Carried.
Mayor Colinas opened for consideration approval of the December 31, 2017
Claim Checks. Motion: Approve the December 31,
2017 Claim Checks No. 32674 through No. in the amount of $13,217.90. Moved by
Councilmember Steele, Seconded by
Councilmember Joplin. Motion Carried.
Mayor Colinas opened for consideration approval of the January 2018
Claim Checks. Motion: Approve the January 2018
Claim Checks No. 10127, Claim Checks No. 32672 through No. 32673 and Claim
Checks No. 32698 through No. 32733 in the amount of $489,678.86. Moved by
Councilmember Steele, Seconded by
Councilmember Kaemingk. Motion Carried.
