BRIER CITY COUNCIL MINUTES
July 10, 2018
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:01 PM and the flag salute was given.
Roll Call:
Present: Mayor
Colinas, Councilmember Gallagher, Joplin, Kaemingk, Nick, Steele and Thorpe.
Absent: Councilmember Krienke.
Staff: Clerk-Treasurer Swisher and Planner Flathman.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Steele reviewed the claim checks over
the weekend.
Councilmember Thorpe reminded everyone that next
Wednesday is Music in the Park.
Approval
of Minutes:
Mayor Colinas
opened for consideration approval of the Brier City Council Minutes of June 26,
2018. Motion: Approve the Brier City
Council Minutes of June 26, 2018. Moved by Councilmember Nick, Seconded
by Councilmember Gallagher. Motion Carried.
Hearings:
Mayor Colinas opened the discussion on the Native
Vegetation, Landscaping and Tree Protection. Planner Flathman gave a brief
overview of the changes.
Mayor Colinas opened the Public Hearing on
Ordinance No. 425, relating to Native Vegetation, Landscaping and Tree
Protection at 7:07 PM.
Tom Hanson, Brier, he is a certified arborist and
would like to see language about trees affected by construction on neighboring
properties; he would also like to see an incentive to protect and keep large
mature trees; and he would like to see the City invest in hiring an arborist
when tree issues arise.
Clayton Dresher, Brier, would like clarification on
how this new language affects homeowners who wish to clear cut their land or
just want to cut down a single tree.
Mayor Colinas closed the Public Hearing at 7:13 PM.
Mayor Colinas opened the discussion relating to the
Sign code. Planner Flathman gave a brief overview of the changes. Mayor Colinas
opened the Public Hearing on Ordinance No. 453, relating to Sign code at 7:17
PM.
Mayor Colinas closed the Public Hearing at 7:18
PM.
Ordinances,
Resolutions & Orders:
Mayor Colinas opened for consideration approval of
Ordinance No. 425, relating to Native Vegetation, Landscaping and Tree
Protection. Planner Flathman gave clarification about requirements from the
Department of Ecology that made some of these changes necessary. Councilmember
Gallagher interjected how deeply the Planning Commission delved into this
topic. Motion: Approve Ordinance No.
425, relating to Native Vegetation, Landscaping and Tree Protection. Moved by Councilmember Gallagher, Seconded by Councilmember Thorpe. There
was Council discussion. Motion Carried.
Mayor Colinas opened for consideration approval of
No. 453, relating to Signs.
Motion: Approve Ordinance No. 453,
relating to Signs. Moved by
Councilmember Joplin, Seconded by
Councilmember Steele. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Colinas discussed the developer extension
agreement that was handed out this evening.
Mayor Colinas requested that the Council cancel the
workshop meeting of July 17th.Motion: Cancel the July 17th
Brier City Council Workshop meeting. Moved
by Councilmember Kaemingk, Seconded
by Councilmember Steele. Motion Carried.
Councilmember Nick asked how things were around
town on July 4th.
Councilmember Steele stated that Locust Creek Park
looks really lovely with all the work that has been
done to it in recent years.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the June 2018 Payroll
Checks. Motion: Approve the June 2018
Payroll Checks No. 33129 through No. 33131, No. 33136 through No. 33147 and
EFTs in the amount of $134,306.16. Moved by Councilmember
Steele, Seconded by Councilmember
Nick.Motion Carried.
Mayor Colinas opened for consideration approval of the June 2018 Claim
Checks. Motion: Approve the June 2018 Claim Checks No. 33197
through No. 33198, No. 33202 and Checks No. 33217 through No. 33255 in the
amount of $117,018.02. Moved by Councilmember Steele, Seconded
by Councilmember Gallagher. Motion Carried.
