Mayor Colinas called the regular Brier City Council Meeting to order at 7:00 PM and the flag salute was given.

Absent: Councilmember Kaemingk.

Staff: Clerk-Treasurer Swisher and Planner Flathman.

Reports of Committees & City Officials:

Councilmember Steele reviewed the claim checks over the weekend and will meet with the auditors on Friday.

Approval of Minutes:

Hearings:

Mayor Colinas opened the Public Hearing on Home Occupation License BR18-074 for Mark Fertello Fine Woodworking located at 2964 232^nd St by Mark Fertello. Planner Flathman gave a brief overview of the application and recommended approval with the conditions listed in the staff report, in addition she read into the record a letter received from one of the applicant's neighbors. Mark Fertello gave an explanation of his business. Mayor Colinas opened the Public Hearing at 7:08 PM. The Public Hearing was closed at 7:09 PM.

Mayor Colinas opened the Public Hearing on Home Occupation License BR18-077 for Smith Grumbles & Gumbo, a Woodworking Business located at 24099 34^th Pl W by James Smith. Planner Flathman gave a brief overview of the application and recommended approval with the conditions listed in the staff report. Mayor Colinas opened the Public Hearing at 7:12 PM. The Public Hearing was closed at 7:13 PM.

Mayor Colinas opened for consideration the announcement of Shoreline Master Plan update and time table for processing. Planner Flathman gave a brief overview of the plan.

Clerk-Treasurer Swisher handed out the draft change for the business licensing model ordinance and discussed the need for the changes.

Mayor Colinas asked if anyone would like to cancel the October 16^th Council Workshop meeting. Motion: To cancel the Council Workshop meeting for October 16^th. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

Clerk-Treasurer Swisher stated that the auditors would be sending out an invitation soon for the entrance conference and asked that everyone let her know if they plan to attend because if there is a quorum we will need to post for the meeting.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the September 2018 Payroll Checks. Motion: Approve the September 2018 Payroll Checks No. 33459 through No. 33461 and No. 33508 through No. 33522 and EFTs in the amount of $136,283.20 and voided Check No. 33510.Moved by Councilmember Steele, Seconded by Councilmember Joplin. Motion Carried.

Mayor Colinas opened for consideration approval of the September 2018 Claim Checks.Motion: Approve the September 2018 Claim Checks No. 33506, 33507, 33521, Checks No. 40020 through No. 40052 in the amount of $71,692.11. Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion Carried.
