Mayor Colinas called the regular Brier City Council Meeting to order at 7:01 PM and the flag salute was given.

Roll Call:

Present: Mayor Colinas, Councilmembers Gallagher, Joplin, Krienke, Nick, Steele and Thorpe.

Absent: Councilmember Kaemingk.

Staff: Clerk-Treasurer Swisher.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Gallagher attended the Planning Commission meeting on October 17^th.

Councilmember Steele met with the auditor on Wednesday, October 17^th and reviewed claim checks on Saturday

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of October 9, 2018. 7:03 PM Motion: Approve the Brier City Council Minutes of October 9, 2018. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

Hearings:

Mayor Colinas opened the Public Hearing on Ordinance No. 454 for levying the General Taxes for the Year 2019 at 7:06 PM. ML DeMorrett, Brier, asked about the increase for the property tax. Mayor Colinas closed the Public Hearing at 7:09 PM.

Mayor Colinas opened the Public Hearing on Ordinance No, 572 for consideration of adopting the Comprehensive Six Year Street Plan at 7:13 PM. Mayor Colinas closed the Public Hearing at 7:14 PM.

New Business:

Mayor Colinas handed out the Innovac estimate to perform catch basin cleaning to be paid for out of the Department of Ecology grant funds. 7:18 PM Motion: Approve the Mayor's signature on the Innovac estimate to clean catch basins in an amount not to exceed $26,000.00. Moved by Councilmember Nick, Seconded by Councilmember Thorpe. Motion Carried.

Ordinances, Resolutions & Orders:

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas reported that the ADA ramp reconstruction project will not be going out for bid until after the first of the year.

Audit entrance conference will be on Monday, October 29^th at 3:30pm.

Dog-o-ween is this Saturday, October 27^th.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the October 2018 Claim Checks. 7:27 PM Motion: Approve the October 2018 Claim Checks No. 40053 and 40054, Checks No. 40057 through No. 40090 in the amount of $165,429.15. Moved by Councilmember Steele, Seconded by Councilmember Krienke. Motion Carried.
