Mayor Colinas called the regular Brier City Council Meeting to order at 7:01 PM.

Roll Call:

Present: Mayor Colinas, Councilmembers Gallagher, Joplin, Kaemingk, Krienke, Nick, Steele and Thorpe.

Staff: Clerk-Treasurer Swisher.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Kaemingk attended the Snohomish Cities meeting on September 20^th.

Councilmember Steele reviewed claim checks on November 12^th and attended the entrance conference with the state auditor on November 7^th.

Approval of Minutes:

Consent Agenda:

Hearings:

Mayor Colinas opened the Public Hearing on Ordinance No. 450.A amending the 2018 Operating Budget at 7:08 PM. ML DeMorrett, Brier, asked if it was a large amount of money being adjusted. Mayor Colinas closed the Public Hearing at 7:10 PM.

Mayor Colinas opened the Public Hearing on the Preliminary 2019 Operating Budget at 7:11 PM. ML DeMorrett, Brier, asked if the budget was increased significantly percentage wise.Mayor Colinas closed the Public Hearing at 7:12 PM.

New Business:

Mayor Colinas opened for consideration of the contract renewal of Prosecutor Services with Darrel Johnson for a 2-year period. 7:15 PM Motion: Approval of the contract renewal of Prosecutor Services with Darrel Johnson for a 2-year period. Mayor Colinas opened for consideration the agreement with Snohomish County for the Historic Preservation Grant in the amount of $10,000. 7:24 PM Motion: Approve the agreement with Snohomish County for the Historic Preservation Grant in the amount of $10,000. Mayor Colinas discussed the Brierwood Pond retrofit and the possibility of adding this to the 2019 operating budget.

Mayor Colinas opened for consideration approval of the October 2018 Payroll Checks. Motion: Approve the October 2018 Payroll Checks No. 40055 and 40056, Checks No. 40091 through No. 40096, Checks No. 40098 through No. 40103 and EFTS in the amount of $133,192.40. Moved by Councilmember Steele, Seconded by Councilmember Nick. Motion Carried.

Mayor Colinas opened for consideration approval of the October 2018 Claims Checks. Motion: Approve the October 2018 Claims Checks No. 40104 through No. 40108, Checks No. 40111 through No. 40165 in the amount of $175,167.08.
