BRIER CITY COUNCIL MINUTES
November 27, 2018
Mayor
Colinas called the regular Brier City Council Meeting to order at 7:00 PM.
Roll Call:
Present: Mayor Colinas, Councilmembers Gallagher, Joplin,
Kaemingk, Krienke, Nick and Steele.
Absent: Councilmember Thorpe.
Staff: Clerk-Treasurer Swisher.
Public Requests & Oral Communications: None.
Reports of Committees & City Officials:
Councilmember
Nick reminded everyone that Saturday evening is our annual tree lighting. He
attended the Library Board meeting on November 14th.
Councilmember
Steele reviewed the claim checks over the weekend.
Approval of Minutes:
Mayor
Colinas opened for consideration approval of the Brier City Council Minutes of
November 13, 2018. Motion: Approve the Brier City Council Minutes
of November 13, 2018. Moved by
Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.
Hearings:
Mayor
Colinas opened for the second Public Hearing on the 2019 Operating Budget and
Ordinance No. 456 adopting the 2019 Operating Budget. Mayor Colinas opened the
Public Hearing at 7:03 PM. Mayor Colinas closed the Public Hearing at 7:04 PM.
New Business, Petitions, Communications, Application Appeals:
Mayor
Colinas opened for discussion and consideration of the 2019 Animal Shelter
Agreement. There was Council discussion. Motion: Approve the 2019
Animal Shelter Agreement with the City of Everett. Moved by
Councilmember Gallagher, Seconded by Councilmember Kaemingk. Motion
Carried.
Mayor
Colinas opened for discussion and consideration of the Agreement with Snohomish
County 911 for the leasing of the police car laptops. Motion:
Approve the Agreement with Snohomish County 911 for the leasing of the police
car laptops. Moved by Councilmember Kaemingk, Seconded by
Councilmember Steele. There was Council discussion. The Motion was rescinded as
additional questions about the contract were brought forward and need to be
answered by Snohomish County 911.
Ordinances, Resolutions & Orders:
Mayor
Colinas opened for consideration approval of Ordinance No. 456, adopting the
2019 Operation Budget. Motion: Approve Ordinance No. 456, adopting the
2019 Operation Budget. Moved by Councilmember Kaemingk, Seconded by
Councilmember Krienke. Motion Carried.
Miscellaneous Business by Call of Councilmembers & City Officials:
Mayor
Colinas and Clerk-Treasurer Swisher brought up that some kind of action would
need to be taken as our last regularly scheduled meeting of the year is on
Christmas day.
Motion: Cancel the December 25th, 2018 Brier City
Council meeting. Moved by Councilmember Joplin, Seconded by
Councilmember Kaemingk. Motion Carried.
Councilmember
Krienke asked if we wanted to do the same for the workshop meeting the
following week which lands on New Year's Day. Motion: Cancel the January
1st, 2019 Brier City Council Workshop meeting. Moved by
Councilmember Steele, Seconded by Councilmember Gallagher. Motion
Carried.
Mayor
Colinas stated there is no business to discuss for next week's workshop meeting
and asked if the Council would like to cancel it as well. Motion: Cancel
the December 4th, 2018 Brier City Council Workshop meeting. Moved
by Councilmember Gallagher, Seconded by Councilmember Nick. Motion
Carried.
Mayor
Colinas reported that the Snohomish County Council adopted their 2019 budget
last night and they did approve our Historical Grant and moved the funding
forward to 2019.
Auditing of Accounts:
Mayor Colinas opened for consideration approval of the
November 2018 Claim Checks. Motion:
Approve the November 2018 Claim Checks No. 40166 and 40167, Checks No.
40180 through No. 40214 in the amount of $96,164.94 and voided Check No. 40108. Moved by Councilmember Steele, Seconded
by Councilmember Gallagher. Motion Carried.
