BRIER CITY COUNCIL MINUTES
January 8, 2019
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:04 PM and the flag salute was given.
Roll Call:
Present: Mayor Colinas, Councilmembers Gallagher, Joplin,
Kaemingk, Krienke, Nick, Steele and Thorpe,
Staff: Clerk-Treasurer Swisher.
Public
Requests & Oral Communications:
Kitty Rutherford, Brier, handed out a sheet with an
email on it and read the contents to Council regarding the redevelopment or
potential accessory dwelling unit on the property.
Reports of
Committees & City Officials:
Councilmember Joplin met with the County Performance
Audit committee on January 7th.
Mayor Colinas reported that the Sno911 board will
meet this Friday to reappointment a new representative in the wake of the
passing of Mayor Smith of Mountlake Terrace. The Mayor is currently the
alternate and will be carrying the City's vote forward and expects that he will
be nominated.
Mayor Colinas read into the record the Annual Comprehensive
Plan Update notice; the deadline for filing is March 29, 2019.
Councilmember Steele reviewed the first batch of
claim checks on December 24th and the second batch on January 5th.
Approval
of Minutes:
Mayor Colinas
opened for consideration approval of the Brier City Council Minutes of December
18, 2018. Motion: Approve the Brier City Council Minutes of December
18, 2018. Moved by Councilmember
Nick, Seconded by Councilmember
Gallagher. Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration approval of
the Consent Agenda which includes; approval to authorize the Mayor's signature
on the contract with FCS Group for an amount not to exceed $20,580.00, authorize
the Mayor to enter into a contract the National Maintenance for Janitorial
Services and authorize the release of the Performance Bond for the
Miyata/Murphy Short Plat SP16-02 in the amount of $45,945.00. Motion:
Approve the Consent Agenda as stated. Moved
by Councilmember Kaemingk, Seconded
by Councilmember Gallagher. There was discussion regarding the items on the
consent agenda. Motion Carried.
New
Business, Petitions, Communications, Application Appeals:
Mayor Colinas brought forward the agreement with
Department of Ecology for the grant to retrofit the Brierwood Park pond. Motion: Approve the agreement with
Department of Ecology for the Brierwood Park pond retrofit. Moved by Councilmember Nick, Seconded by Councilmember Joplin.
Motion Carried.
Mayor Colinas brought forward the appointment of
Margot Hanson to the Library Board. Motion: Approve the Mayor's appointment
of Margot Hanson to the Library Board. Moved
by Councilmember Steele, Seconded by
Councilmember Kaemingk. Motion Carried.
Mayor Colinas opened for consideration the
appointment of Mayor Pro-Tem. Councilmember Kaemingk was Nominated by Councilmember Steele, Seconded by Councilmember Nick. Council voted unanimously to
approve the nomination. Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Colinas opened for consideration approval of
Resolution No. 573, establishing the Part-Time seasonal salary plan. Motion: Approve Resolution No. 573,
establishing the Part-Time seasonal salary plan. Moved by Councilmember Joplin, Seconded
by Councilmember Krienke. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Nick will be attending the Library
Board meeting tomorrow evening and he knows the main topic will be the new
signage for the library.
Mayor Colinas asked if there was any interest in
cancelling the workshop meeting for next week. Motion: Cancel the January 15th Brier City Council
Workshop meeting. Moved by
Councilmember Gallagher, Seconded by
Councilmember Nick. Motion Carried.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the December 2018
Payroll Checks. Motion: Approve the December
2018 Payroll Checks No. 40218 through No. 40220 and No. 40270 through No. 40280
and EFTs in the amount of $135,411.94. Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion
Carried.
Mayor Colinas opened for consideration approval of the December 2018
Claim Checks.Motion: Approve the December
2018 Claim Checks No. 40264 through No. 40269 and No. 40282 through No. 40319
in the amount of $94,917.67. Moved by Councilmember
Steele, Seconded by Councilmember
Kaemingk. Motion Carried.
Mayor Colinas opened for consideration approval of the December 2018
Claim Checks.Motion: Approve the December
2018 Claim Check No. 40320 and No. 40323 through No .40346 in the amount of
$16,534.36. Moved
by Councilmember Steele, Seconded by Councilmember Joplin. Motion
Carried.
