BRIER CITY COUNCIL MINUTES
September 24, 2019
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:01 PM and the flag salute was given.
Roll Call:
Present: Mayor
Colinas, Councilmembers Gallagher, Krienke, Nick, Steele and Thorpe.
Absent: Councilmembers Joplin and Kaemingk.
Staff:Clerk-Treasurer Swisher and Planner Flathman.
Public
Requests & Oral Communications:
Allyson Templeton, Brier, stated she sent a letter
via email and had copies to hand out this evening of the same letter. She
believes that the application of 2A Solutions was misleading about the purpose
of his business and the square footage of his home to be used.
Reports of
Committees & City Officials:
Councilmember Gallagher attended the September 18,
2019 Planning Commission meeting.
Councilmember Nick attended the Library Board
meeting on September 18, 2019.
Councilmember Steele reviewed the claim checks over
the weekend.
Clerk-Treasurer Swisher reported that an email was
received from Kevin Davis regarding the Police collective bargaining agreement
and information he gathered from surrounding agencies. All Councilmembers
received the email and it was asked that we include the information in the
minutes.

opened for consideration approval of the Brier City Council Minutes of September
10, 2019. Motion: Approve the Brier City
Council Minutes of September 10, 2019. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.
Ordinances,
Resolutions & Orders
Mayor Colinas
opened for consideration approval of the Brier Landing Subdivision SUB18-03 and
Variance Application V19-01 located at 22610 Brier Road. City Planner Flathman
gave a brief overview of the applications.
Councilmember
Thorpe disclosed that he lives within 300 feet of the subject property. Mayor
Colinas asked if anyone has any issue with the appearance of fairness issue
with Councilmember Thorpe participating. Councilmember Thorpe chose to recuse
himself.
Motion: Approve the Brier Landing Subdivision SUB18-03 and
Variance Application V19-01 located at 22610 Brier Road. Moved by Councilmember Gallagher, Seconded by Councilmember Steele. There was Council discussion. Motion Carried.
Motion: Approve
Resolution #579 granting preliminary plat approval to the Plat of Brier Landing
and Variance 19-01 imposing terms and conditions. Moved by Councilmember Gallagher, Seconded by Councilmember Steele. Motion Carried.
Councilmember Thorpe rejoined the meeting at 7:29
PM.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Colinas stated we do not have business for
the October 1, 2019 Council Workshop meeting. Motion: Cancel the October 1, 2019 Council Workshop meeting. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion
Carried.
Councilmember Steele asked about a water break on
216th Street where there was water gushing out of the roadway.
Councilmember Thorpe stated that he was asked about
some trees over the walkway on 228th; grapes hanging over the fence
and blocking the view at the corner of 227th and 32nd; also how does a person request pickle ball lines be added to
the tennis court. Lastly, what do we do about the vaping in the park shelter
and can we see about signage for no vaping and no smoking.
Auditing
of Accounts:

opened for consideration approval of the September 2019 Claim Checks. Motion: Approve the September
2019 Claim Checks No. 40999, Checks No. 41002 through No. 41051 and EFT
transactions in the amount of $425,488.75 and voided Check No. 40968, Moved by
Councilmember Steele, Seconded by
Councilmember Thorpe. Motion Carried.
