BRIER CITY COUNCIL MINUTES

November 12, 2019

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00 PM and the flag salute was given.

 

Roll Call:

Present: Mayor Colinas, Councilmembers Gallagher, Joplin, Krienke, Nick, Steele and Thorpe.

Absent: Councilmember Kaemingk.

Staff: Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Mayor Colinas reported that the horse arena will be closed from November 18th to the 27th for maintenance. In addition, he reported that the 231st latecomer agreement will be coming back as a new public hearing due to errors in the information provided by the developer.

 

Councilmember Steele reviewed claim checks over the weekend.

Councilmember Nick will attend library board meeting tomorrow evening November 13th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of October 22, 2019. Motion: Approve the Brier City Council Minutes of October 22, 2019. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

 

Hearings:

Mayor Colinas opened the second Public Hearing on the 2020 Preliminary Budget at 7:09 PM. Public Hearing closed at 7:10 PM.

Mayor Colinas opened for consideration approval of Ordinance No. 463, adopting the Final Budget for the Fiscal Year of 2020. Motion: Approve Ordinance No. 463, adopting the Final Budget for the Fiscal Year of 2020. Moved by Councilmember Gallagher, Seconded by Councilmember Steele. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas reported that we need to fill our fuel tanks and a memo was handed out from Public Works Supervisor, Steve Smith outlining our need and the anticipated cost. Motion: Authorize the purchase of fuel for up to $37,000 between now and the end of the year. Moved by Councilmember Krienke, Seconded by Councilmember Joplin. Motion Carried.

 

Mayor Colinas asked if the Council had any objection to considering an amendment to the Sunnyside Inmate Housing Agreement without workshopping the issue first. No objections were stated. Motion: Authorize the Mayor's signature on the amendment to the Sunnyside Inmate Housing Agreement. Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Colinas introduced the topic of the remaining City Council meetings through the end of the year and potential meeting cancellations in the coming month. Motion: Cancel the Brier City Council Workshop Meeting of November 19, 2019. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

Councilmember Steele asked what the utility work going on in our right of way over the past weeks was for. It was reported that it is new fiber lines being installed.


Auditing of Accounts:

Mayor Colinas opened for consideration approval of the October 2019 Payroll Checks. Motion: Approve the October 2019 Payroll Checks No. 41092 and 41093, Checks No. 41131 and 41132, Checks No. 41134 and 41135, Check No. 41137 and EFT transactions in the amount of $143,034.42 and voided Check No. 41130 and 41133. Moved by Councilmember Steele, Seconded by Councilmember Thorpe. Motion Carried.

 

Mayor Colinas opened for consideration approval of the October 2019 Claim Checks. Motion: Approve the October 2019 Claim Checks No. 41136, Checks No. 41138 through No. 41186 and EFT transactions in the amount of $123,357.55 and voided Check No. 41097. Moved by Councilmember Steele, Seconded by Councilmember Thorpe. Motion Carried.
