BRIER CITY COUNCIL MINUTES

December 10, 2019

Mayor Colinas called the regular Brier City Council Meeting to order at 7:01 PM and the flag salute was given.

 

Roll Call:

Present: Mayor Colinas, Councilmembers Gallagher, Joplin, Krienke, Nick, Steele and Thorpe.

Absent: Councilmember Kaemingk.

Staff: Clerk-Treasurer Swisher and Planner Flathman.


Public Requests & Oral Communications:

Craig Harris, Brier, asked about the change in procedures regarding how business applications are approved, his questions were specific to the federal firearms licensing that has occurred.

 

Mayor Colinas opened the presentation from Julie O'Donald on the Brier Wildlife Habitat Project. She gave an update on the application of the storm drain medallions and the pollinator garden at Brier Library. There are several educational opportunities going to be held at the library in the New Year.

 

Reports of Committees & City Officials:

Councilmember Steele reviewed claim checks on December 7, 2019.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 26, 2019. Motion: Approve the Brier City Council Minutes of November 26, 2019. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

 

Hearings:

Mayor Colinas opened for the Public Hearing on Ordinance No. 464, Capital Facilities Plan. Planner Flathman gave a brief overview of the update. Mayor Colinas opened the Public Hearing on Ordinance No. 464, Capital Facilities Plan at 7:26 PM. Mayor Colinas closed the Public Hearing at 7:27 PM.


New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration of the Mayor's Re-Appointment of Frank Zenk to the Civil Service Commission with a term set to expire October 31, 2025. Motion: Confirm the Re-Appointment of Frank Zenk to the Civil Service Commission with a term set to expire October 31, 2025. Moved by Councilmember Steele, Seconded by Councilmember Krienke. Motion Carried.

 

Mayor Colinas opened for consideration to authorize the Mayor's signature on the Grant Agreement with the Transportation Improvement Board for the 228th St Overlay. Motion: Authorize the Mayor's signature on the Grant Agreement with the Transportation Improvement Board for the 228th St Overlay. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Colinas opened for consideration the Release of Assignment of Funds for Land Disturbing Activity at project site 22925 Brier Road. Motion: Approve the Release of Assignment of Funds for Land Disturbing Activity at project site 22925 Brier Road. Moved by Councilmember Krienke, Seconded by Councilmember Steele. Motion Carried.


Ordinances, Resolutions & Orders

Mayor Colinas opened for consideration approval of Ordinance No. 464, Capital Facilities Plan. Motion: Approve Ordinance No. 464, Capital Facilities Plan. Moved by Councilmember Gallagher, Seconded by Councilmember Joplin. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas opened for consideration for the cancellation of December 17th and 24th Council Meetings. Motion: Approve the cancellation of December 17th and 24th Council Meetings. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Councilmember Nick asked if anyone heard that Bob from the food bank passed away, he thought he saw it in the newspaper. He also discussed an article about one of our resident's in the Herald this past Sunday. He inquired if Kelly from the library contact the City about a solar light for the sign on the building.

 

Councilmember Thorpe inquired about how it was known that if you speed through Brier, you get a speeding ticket and that now that is no longer the case.


Auditing of Accounts:

Mayor Colinas opened for consideration approval of the November 2019 Payroll Checks. Motion: Approve the November 2019 Payroll Checks No. 41191 through No. 41195 and EFT transactions in the amount of $142,522.21. Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Colinas opened for consideration approval of the November 2019 Claim Checks. Motion: Approve the November 2019 Claim Checks No. 41225 through No. 41258 in the amount of $112,666.80 and voided Check No. 40626. Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Colinas declared the meeting adjourned at 7:56 PM.
