BRIER CITY COUNCIL MINUTES

January 14, 2020

Mayor Colinas called the regular Brier City Council Meeting to order at 7:03 PM.


Roll Call:

Present: Mayor Colinas, Councilmembers Gallagher, Joplin, Kaemingk, Krienke, Nick and Thorpe.

Absent: Councilmember Steele.


Public Requests & Oral Communications: None.


Reports of Committees & City Officials:

Councilmember Kaemingk reviewed the claim checks on January 14th.

Councilmember Nick attended the Library Board on January 8th.

Councilmember Gallagher will attend the Planning Commission on January 15th.

Mayor Colinas read into the record the Annual Comprehensive Plan Update Notice and the deadline is March 31, 2020.


Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of December 10, 2019.  Motion: Approve the Brier City Council Minutes of December 10, 2019. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.


Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of January 7, 2020. Motion: Approve the Brier City Council Workshop Minutes of January 7, 2020. Moved by Councilmember Gallagher, Seconded by Councilmember Joplin. Motion Carried.


Consent Agenda:

Mayor Colinas opened for consideration the consent agenda which includes confirmation of the Mayor’s appointment of Dan Peterson to the Civil Service Commission, Position No. 1 with a term set to expire October 31, 2021; re-appointment of Tom Hanson to the Planning Commission, Position No. 8 with a term set to expire January 31, 2022; and approval of the City Engineering Services Contract with Pace Engineers. Motion: Approve the consent agenda as written and detailed by Mayor Colinas. Moved by Councilmember Krienke, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Colinas excused himself from the dais and turned the meeting over to Mayor Pro-Tem Kaemingk.


New Business, Petitions, Communications, Application Appeals:

Mayor Pro-Tem Kaemingk opened for consideration the Mayor Pro-Tem appointment. Motion: Appoint Councilmember Kaemingk as the Mayor Pro-Tem for 2020. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.


Mayor Pro-Tem Kaemingk stated that he only made one change to the liaison appointments for the New Year, he will be replacing Councilmember Steele as the liaison to the budget and finance position. Councilmember Thorpe will be liaison to the Parks Board, Councilmember Krienke to the Police Department, Councilmember Nick to the Library Board and Councilmember Gallagher to the Planning Commission. Councilmember Joplin has been appointed to the Snohomish Health District Board.


Mayor Colinas opened for consideration the approval of the Public Works truck purchase from the State Contract with an amount not to exceed $35,000.00. There were questions from Council regarding the options on the vehicle. Motion: Approve the Public Works truck purchase from the State Contract for the 2020 model Ford F150 with an amount not to exceed $30,000.00. Moved by Councilmember Kaemingk, Seconded by Councilmember Krienke. Motion Carried.


Ordinances, Resolutions & Orders

Mayor Pro-Tem Kaemingk opened for consideration approval of Resolution No. 580, establishing the Part-Time and Seasonal/Temporary Salary Plan. Motion: Approve Resolution No. 580, Establishing the Part-Time and Seasonal/Temporary Salary Plan. Moved by Councilmember Kaemingk, Seconded by Councilmember Nick. Motion Carried.


Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas stated that he was considering the cancellation of the Brier Council Workshop meeting of January 21st. Motion: Cancel the Brier Council Workshop meeting of January 21st. Moved by Councilmember Kaemingk, Seconded by Councilmember Gallagher. Motion Carried.


Auditing of Accounts:

Mayor Colinas opened for consideration approval of the December 2019 Payroll Checks. Motion: Approve the December 2019 Payroll Checks No. 41263 through No. 41267 and EFT transactions in the amount of $155,810.23. Moved by Councilmember Kaemingk, Seconded by Councilmember Nick. Motion Carried.


Mayor Colinas opened for consideration approval of the December 24th 2019 Claim Checks. Motion: Approve the December 24th 2019 Claim Checks No. 41259 through No. 41262, Checks No. 41268 through No. 41313 and EFT transactions in the amount of $121,083.38. Moved by Councilmember Kaemingk, Seconded by Councilmember Joplin. Motion Carried.


Mayor Colinas opened for consideration approval of the January 14th 2020 Claim Checks. Motion: Approve the January 14th 2020 Claim Checks No. 41314 through No. 41349 in the amount of $35,218.95. Moved by Councilmember Kaemingk, Seconded by Councilmember Krienke. Motion Carried.
