Mayor Colinas called the regular Brier City Council Meeting to order at 7:04 PM.

Roll Call:

Present: Mayor Colinas, Councilmembers Gallagher, Joplin, Krienke, Nick, Steele and Thorpe.

Absent: Councilmember Kaemingk.

Staff: Clerk-Treasurer Swisher.

Public Requests & Oral Communications:

Former Snohomish County Councilmember Ryan was present to award the city with a $10,000 grant for storm water projects.

Reports of Committees & City Officials:

Councilmember Steele reported for Councilmember Kaemingk that he reviewed the claim checks on February 7, 2020.

Councilmember Joplin spent Monday doing interviews for the County Health Board and attended a board meeting earlier today February 11, 2020.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of January 28, 2020. Motion: Approve the Brier City Council Minutes of January 28, 2020, Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration the Re-Appointment of Joe Jonart to Planning Commission, Position No. 4 with a term set to expire January 31, 2022. Mayor Colinas opened for consideration the release of JM Murphy SP 16-02 Subdivision Maintenance Bond for $25,672.20. Motion: Approve the release of JM Murphy SP 16-02 Subdivision Maintenance Bond for $25,672.20. Moved by Councilmember Steele, Seconded by Councilmember Krienke. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas reported that there will be a workshop meeting next week.

Clerk-Treasurer Swisher reported that everyone is due to take the OPMA training and she will be sending out a link for everyone to complete the training.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the January 2020 Payroll Checks. Motion: Approve the January 2020 Claim Checks No. 41350 through No. 41353 and EFT transactions in the amount of $189,851.61.Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Colinas opened for consideration approval of the January 2020 Claim Checks. Motion: Approve the January 2020 Claim Checks No. 41398 through No. 41433 in the amount of $114,268.34. Moved by Councilmember Steele, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Colinas opened for a Council recess pursuant to RCW 42.30.140(4) (b) for discussion of Plan, Strategy or Position to be taken during the course of Professional Negotiations for approximately fifteen minutes at 7:28 PM. The Council returned at 7:52 PM.
