BRIER CITY COUNCIL MINUTES

February 25, 2020

Mayor Colinas called the regular Brier City Council Meeting to order at 7:02 PM and the flag salute was given.

 

Roll Call:

Present: Mayor Colinas, Councilmembers Gallagher, Kaemingk, Krienke, Nick and Thorpe.

Absent: Councilmember Joplin, Councilmember Steele.

Staff: Clerk-Treasurer Swisher and Planner Flathman.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Kaemingk reviewed the claim checks on February 24th.

Councilmember Gallagher attended the planning commission meeting on February 19th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of February 11, 2020. Motion: Approve the Brier City Council Minutes of February 11, 2020. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of February 18, 2020. Motion: Approve the Brier City Council Workshop Minutes of February 18, 2020. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration the approval of the Consent Agenda, which includes approval of the Decant Facility Use Agreement with Mountlake Terrace and approval for the purchase of a Police Vehicle through the State Contract in an amount not to exceed $51,000.00. Motion: Approve the Decant Facility Use Agreement with Mountlake Terrace and the purchase of a Police Vehicle through the State Contract in an amount not to exceed $51,000.00. Moved by Councilmember Kaemingk, Seconded by Councilmember Gallagher. Motion Carried.

 

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration approval of the Final Plat for Subdivision SUB18-01 Vine 13, LLC, located at 2588 Vine Road. Planner Flathman gave a brief overview of the project. Motion: Approve the Final Plat for Subdivision SUB18-01 Vine 13, LLC, located at 2588 Vine Road by Resolution 570.A, accepting conditions listed in the staff report and authorizing the Mayor and City Planner to sign the final Mylar when provided. Moved by Councilmember Kaemingk, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Colinas opened for consideration approval for the release of the Performance Assurance Bond related to the 231st St Sewer Extension in the amount of $63,739.17. Motion: Approve the release of the Performance Assurance Bond related to the 231st St Sewer Extension in the amount of $63,739.17. Moved by Councilmember Kaemingk, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Colinas opened for consideration approval of the amendment to the Personal Service Contract with the Chief of Police, Mike Catlett, to add longevity pay. Motion: Approve the amendment to the Personal Service Contract with the Chief of Police, Mike Catlett, to add longevity pay. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Colinas opened for consideration approval of the amendment to the Personal Service Contract with the Deputy Clerk/Treasurer, Carrie Snowden, to add longevity pay. Motion: Approve the amendment to the Personal Service Contract with the Deputy Clerk/Treasurer, Carrie Snowden, to add longevity pay. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Colinas opened for consideration approval of the amendment to the Personal Service Contract with the Public Works Supervisor, Steve Smith, to add longevity pay. Motion: Approve the amendment to the Personal Service Contract with the Public Works Supervisor, Steve Smith, to add longevity pay. Moved by Councilmember Gallagher, Seconded by Councilmember Krienke. Motion Carried.

 

Ordinances, Resolutions & Orders

Mayor Colinas opened for consideration approval of Resolution No. 581, to surplus broken and used equipment for disposal. Motion: Approve Resolution No. 581, to surplus broken and used equipment for disposal. Moved by Councilmember Krienke, Seconded by Councilmember Kaemingk. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas stated that there is no business for the March 3rd workshop meeting. Motion: Cancel the March 3rd Brier City Council Workshop meeting. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Clerk-Treasurer Swisher informed the Mayor and Council that she received confirmation of receiving her Master Municipal Clerk status from the International Institute of Municipal Clerks. She thanked them for their support as she worked to achieve this goal.


Auditing of Accounts:

Mayor Colinas opened for consideration approval of the February 25, 2020 Claim Checks. Motion: Approve the February 25, 2020 Claim Checks No. 41434 through No. 41459 in the amount of $33,547.52. Moved by Councilmember Kaemingk, Seconded by Councilmember Gallagher.

Motion Carried.
