Mayor Colinas called the regular Brier City Council Meeting to order at 7:00 PM and the flag salute was given.

Roll Call:

Present: Mayor Colinas, Councilmembers Gallagher, Kaemingk, Krienke, Nick and Thorpe.

Absent: Councilmembers Joplin and Steele.

Staff: Clerk-Treasurer Swisher and Planner Flathman.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Kaemingk reviewed the claim checks on March 9^th.

Councilmember Nick will be attending the Library Board meeting on March 11^th.

Councilmember Gallagher attended the Community Transit meeting last week.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of February 25, 2020. Motion: Approve the Brier City Council Minutes of February 25, 2020. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

Hearings:

Mayor Colinas opened for consideration the Home Occupation License BR20-008, for Emerald Ridge Adult Family Home located at 21407 32^nd Pl W, by Arleth Jillian Courtright. Planner Flathman gave a brief overview of the application.

Mayor Colinas opened the Public Hearing at 7:07 PM. Councilmember Krienke reported that he lives within 300 feet of the applicant property. Mayor Colinas asked if anyone questions Councilmember Krienke's appearance of fairness on this issue. Mayor Colinas closed the Public Hearing at 7:08 PM. Motion: Approve the Home Occupation License BR20-008, for Emerald Ridge Adult Family Home located at 21407 32^nd Pl W, by Arleth Jillian Courtright. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. There was Council discussion. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas stated that there is only one item of consideration for next week's Workshop meeting. Motion: Cancel the March 17, 2020 Workshop meeting. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

Councilmember Nick asked about the concrete vaults located at the Bell property. Planner Flathman explained that this property has been approved for a short plat.

Councilmember Krienke asked about the fact that Brier Park bathrooms have no soap dispensers. Mayor Colinas explained that due to vandalism those bathrooms have not had soap dispensers for many years.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the February 2020 Payroll Checks. Motion: Approve the February 2020 Payroll Checks No. 41460 through No. 41463 and EFT transactions in the amount of $145,314.75. Moved by Councilmember Kaemingk, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Colinas opened for consideration approval of the February 2020 Claim Checks. Motion: Approve the February 2020 Claim Checks No. 41464 through No. 41506 and EFT transactions in the amount of $99,367.28. Moved by Councilmember Kaemingk, Seconded by Councilmember Gallagher. Motion Carried.
