BRIER CITY COUNCIL MINUTES
March 24, 2020
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:01 PM.
Roll Call:
Present: Mayor Colinas, Councilmembers Gallagher, Joplin, Kaemingk, Krienke, Nick and Thorpe.
Absent: Councilmember Steele.
Staff: Clerk-Treasurer Swisher.
Emergency
Procedures for Council Remote Participation:
Mayor Colinas opened for consideration the use of
technology to allow Council to attend meetings via remote options. Motion: Approve the use of GoToMeeting,
WebEx, Zoom or some similar technology to allow remote participation for public
meetings during an emergency. Moved by
Councilmember Krienke, Seconded by Councilmember Gallagher. There was Council discussion.
Motion Carried.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Thorpe attended the Parks Board meeting
on March 11, 2020.
Councilmember Kaemingk
reviewed the claim checks on March 21, 2020.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of March 10, 2020. Motion:
Approve the Brier City Council Minutes of
March 10, 2020. Moved by Councilmember Nick, Seconded
by Councilmember Gallagher. Motion Carried.
New
Business, Petitions, Communications, Application Appeals:
Mayor Colinas opened for consideration the Bond Release for Arcadia
Homes Land Disturbing Activity Bond for 2521 236th St SW Project. Motion: Approve the Bond Release for
Arcadia Homes Land Disturbing Activity Bond for 2521 236th St SW
Project in the amount of $26,739.00. Moved
by Councilmember Gallagher, Seconded
by Councilmember Nick. Motion Carried.
Mayor Colinas opened for consideration the Pace Engineers
Fee and Scope for the Transportation Improvement Board Grant to overlay 228th.
Motion: Approve consideration the
Pace Engineers Fee and Scope for the Transportation Improvement Board Grant to
overlay 228th in the amount of $40,532.00. Moved
by Councilmember Krienke, Seconded by Councilmember Gallagher. There was Council discussion. Motion
Carried.
Mayor Colinas opened for consideration the policy and
procedure to suspend late penalties for Sewer & Stormwater billing. Motion: Approve the policy and
procedure to suspend late penalties for Sewer & Stormwater billing during
the declared emergency. Moved by
Councilmember Gallagher, Seconded by
Councilmember Nick. There was Council discussion. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Colinas stated that we are looking at options
of whether additional City meetings such as Planning Commission will be held or
if they will be cancelled. In the meantime, any land use issues will be brought
before the City Council.
Mayor Colinas asked if the Council would like to
cancel the April 7th Council Workshop meeting. Motion: Cancel the April 7th Council Workshop meeting. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion
Carried.
Mayor Colinas asked Clerk-Treasurer Swisher to
address the next issue regarding processing of sewer bills. Clerk-Treasurer
Swisher explained that to further protect staff from the Coronavirus we need a
motion to allow the processing of payment placed in the drop box or hand
delivered to be placed in the safe for 24 hours as that is how long the virus
could live on paper. Motion: Delay
the processing of payments received through the drop box for 24 hours due to
the COVID-19 virus staying present on paper products for that length of time. This
veer from the norm would continue through the length of this COVID-19 emergency
and end once the emergency has been lifted. Moved by Councilmember Kaemingk, Seconded by Councilmember Joplin.
Motion Carried.
Clerk-Treasurer Swisher asked for a motion to allow
refunds of park reservations that are not able to utilize the park due to the
ban on groups gathering during the Covid-19 emergency. Motion: Authorize refunds for park reservations that are not able
to be held due to the Covid-19 emergency. Moved
by Councilmember Gallagher, Seconded
by Councilmember Nick. Motion Carried.
Councilmember Joplin asked to make a motion. Motion: Make a
contribution to the Snohomish Health District in the amount of
$6,665.00. Moved by Councilmember
Joplin, Seconded by Councilmember
Thorpe. There was Council discussion. Councilmember Joplin rescinded his
motion and Councilmember Thorpe was in agreement.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the March 2020 Claim
Checks. Motion:
Approve the March 2020 Claim Checks No. 41507 through No. 41534 and EFT
transactions in the amount of $157,319.21. Moved by Councilmember Kaemingk, Seconded
by Councilmember Gallagher. Motion Carried.
