BRIER CITY COUNCIL MINUTES

May 12, 2020

Mayor Colinas called the regular Brier City Council Meeting to order at 7:01 PM and the flag salute was given.

 

Roll Call:

Present: Mayor Colinas, Councilmembers Gallagher, Joplin, Kaemingk, Krienke, Nick, Steele and Thorpe.

Staff: Clerk-Treasurer Swisher.


Public Requests & Oral Communications:

John Morganroth, Brier, handed out a letter asking that the Council put a temporary ban on the ban of fireworks for the upcoming holiday.

 

Kevin Davis, Brier, he supports John Morganroth's proposal for the fireworks waiver and he asked why the skate park gate is locked. He sees lots of people in the tennis courts and at the horse arena and he feels we should not have one closed and not the others.

 

Reports of Committees & City Officials:

Councilmember Kaemingk attended the police negations May 4th and reviewed the claims checks May 11th.

Councilmember Gallagher on May 7th attended the Community Transit board meeting.

Councilmember Joplin reported that he researched Verdant and they cannot make any financial contributions to the Snohomish Health District because the funds are only allowed to be used for the areas who pay into the hospital district that is now referred to as Verdant. He has attended two Snohomish Health District meetings in the past couple weeks. The Health District is starting to see cases of COVID creep back up.

Councilmember Krienke attended the police negotiations May 4th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of April 28, 2020. Motion: Approve the Brier City Council Minutes of April 28, 2020. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

 

New Business, Petitions, Communications, Application Appeals:

Mayor Colinas opened for consideration the renewal of the license agreement between the City of Brier and Snohomish County for the use of the radio room and EOC for a two year period ending December 31, 2022. Motion: Approve the license agreement between the City of Brier and Snohomish County for the use of the radio room and EOC for a two year period ending December 31, 2022. Moved by Councilmember Krienke, Seconded by Councilmember Steele. Motion Carried.


Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas stated that we do not have any items for the May 19th Brier City Council Workshop agenda. Motion: Cancel the May 19th Brier City Council Workshop Meeting. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.


There was discussion about whether we will put out a newsletter in June or July and cancel all of our summer events or hold out to see if SeaScare is possible.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the April 2020 Payroll Checks No. 41582 through No. 41584 and EFT transactions in the amount of $123,699.08 Motion: Approve the April 2020 Payroll Checks No. 41582 through No. 41584 and EFT transactions in the amount of $123,699.08. Moved by Councilmember Kaemingk, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Colinas opened for consideration approval of the April 2020 Claim Checks No. 41607 through No. 41657 in the amount of $125,869.04 and voided check No. 41549. Motion: Approve the April 2020 Claim Checks No. 41607 through No. 41657 in the amount of $125,869.04 and voided check No. 41549. Moved by Councilmember Kaemingk, Seconded by Councilmember Joplin. Motion Carried.

Mayor Colinas declared the meeting adjourned at 7:29 PM.
