BRIER CITY COUNCIL MINUTES

September 1, 2020

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:02 PM and the flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Joplin, Krienke, Marley, Nick and Rosman.

Staff: Clerk-Treasurer Swisher.


Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Nick came to city hall to meet with new Councilmember Rosman, Mayor Kaemingk and Clerk-Treasurer Swisher.

 

Councilmember Krienke mentioned his email that was sent after last week's meeting and he expressed his concerns about the filling of the open council position. He stated that he feels it is important to keep our openness and transparency with how staff brings forward items during this adjustment period, especially with so many people in new roles and he encouraged any of the new Council members to reach out and ask questions if they have them.

 

Clerk-Treasurer Swisher addressed the Open Public Meetings Act violations regarding the emails that were sent with the entire Council included on them and that we need to avoid this in the future. On the advice of our City Attorney we recommend items that need to be shared with the Council as a whole be sent through the Mayor or City Clerk with a note that it is informational only and no discussion to take place. The email sent by Councilmember Krienke after the August 25, 2020 meeting regarding the selection process for the Council vacancy was included in this week's packet. In addition, the emails sent by Councilmember Joplin sent on August 28, 2020 responding to Councilmember Krienke's initial email have been included in this week's packet as well.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of August 25, 2020. Motion: Approve the Brier City Council Minutes of August 25, 2020, Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

 

New Business, Petitions, Communications, Appeals:

Mayor Kaemingk opened for Interviews for Council Vacancy.

Janet Irons joined the meeting and the Council asked her a series of questions.

John Lockhart joined the meeting and the Council asked him the series of questions.


Executive Session Pursuant to RCW 42.30.110(h) to Evaluate the Qualifications of a Candidate for Appointment to Elective Office: Motion: Move to Executive Session at 7:58 PM for approximately 20 minutes pursuant to RCW 42.30.110(h) to evaluate the qualifications of candidates for appointment to elective office. <Moved by Councilmember Nick, Seconded by Councilmember Krienke. Motion Carried. The Council returned from executive session at 8:28 PM.

 

Mayor Kaemingk took a roll call vote to determine if we have a consensus for one candidate. There was a split decision and the Council wants to reconsider what the specifics are they are wanting to add to the Council and discuss it again at the September 15, 2020 workshop meeting.
