BRIER CITY COUNCIL MINUTES

October 27, 2020

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:01pm

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Joplin, Krienke, Lockhart, Marley, Nick and Rosman.

Staff: Clerk-Treasurer Swisher, Deputy Clerk Snowden, City Planner Flathman.

 

Public Requests & Oral Communications:

Mayor Kaemingk turned the meeting over to Environmental Health Director Bruce Straughn for a presentation from the Snohomish County Health District.

 

Reports of Committees & City Officials:

Councilmember Nick reviewed claim checks on October 26th and also attended the Small Cities Police Caucus zoom meeting on October 27th to fulfill the vacancies left by resignations.

Councilmember Gallagher attended a Community Transit meeting on the October 19th.

Mayor Kaemingk also met with the Police Staff this evening as they discussed policies and activity within the City.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of October 13, 2020. Motion: Approve the Brier City Council Minutes of October 13, 2020. Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.

 

Hearings:

Mayor Kaemingk opened discussion on Ordinance No. 467 and 467.A. Clerk-Treasurer Swisher gave a brief description as to why there are two Ordinances numbers. There was Council discussion. Mayor Kaemingk opened the hearing at 7:38 PM. Clerk-Treasurer Swisher asked callers/attendees that if there are any questions or comments to use the hand raise function. Mayor Kaemingk closed the public hearing at 7:40 PM.

 

Mayor Kaemingk opened the First Public Hearing regarding the 2021 Preliminary Budget at 7:41pm. Councilmember Joplin made a motion to contribute $1.00 per capita to the Snohomish County Health District. Moved by Councilmember Joplin, Seconded by Councilmember Rosman. There was Council discussion.

 

Councilmember Rosman suggested that Council table the discussion and motion in order to give more time for research and discuss topic at a later time Clerk-Treasurer Swisher recommended that the current motion be withdrawn for the issue to be discussed at a later meeting.

 

Mayor Kaemingk reminded the Council that there will be a meeting next Tuesday where this discussion can take place.

Councilmember Joplin and Councilmember Rosman withdrew the motion regarding the Snohomish County Health District per capita request.

 

Mayor Kaemingk closed hearing at 7:50pm after no questions or comments from the public.


New Business, Petitions, Communications, Application Appeals:

Mayor Kaemingk opened for consideration approval of Conditional Use CU20-02, for a secondary dwelling unit located at 24023 Brier Way by Evelyn Jahed.

 

Councilmember Joplin lives within 300 feet of the applicant and recused himself from the meeting at the request of the applicant.

 

Planner Jennifer Flathman gave a brief description of the application. Alex Scofield stated that he is the representative for Evelyn Jahed and is available for any questions. Motion: Approve Conditional Use CU20-02, for a secondary dwelling unit located at 24023 Brier Way by Evelyn Jahed. Moved by Councilmember Marley, Seconded by Councilmember Gallagher. Motion Carried.


Ordinances, Resolutions & Orders

Mayor Kaemingk opened for consideration approval of Ordinance No. 467 and 467.A, levying the General Taxes for the year 2021. Motion: Approve Ordinance No. 467 and 467.A, levying the General Taxes for the year 2021. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Kaemingk stated there will be a Council Workshop meeting next week, the council will be reviewing and discussing the new Police contract.

Councilmember Krienke asked Clerk-Treasurer Swisher for the line item detail of 2021 budget.

Councilmember Rosman stated she had found that the Snohomish County Capital Project Grant deadline is coming up. She is wondering what the process is for applying.

 

Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the October 2020 Claim Checks. Motion: Approve the October 2020 Claim Checks No. 42067 through No. 42070, Checks No. 42074 through No. 42102 and EFT transactions in the amount of $92,040.90 and voided Check No. 42002. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

 

Adjournment

Mayor Kaemingk declared the meeting adjourned at 8:15 PM.
