November 24, 2020
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM.

Councilmember Gallagher, Joplin, Krienke, Lockhart, Marley, Nick, Rosman.

Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of the Brier City
Council Minutes of November 10, 2020. Motion:
Approve the Brier City Council Minutes of November 10, 2020. Moved by: Councilmember Marley, Seconded
by: Councilmember Rosman. Motion Carried.
Mayor Kaemingk opened for consideration approval of the Brier City

Agenda:
Mayor Kaemingk opened for consideration approval of
the Interlocal Agreement with Snohomish County Jail Services. Motion: Approve the Interlocal
Agreement with Snohomish County Jail Services. Moved by: Councilmember Marley, Seconded by: Councilmember Lockhart. Motioned Carried.

Hearings:
Mayor Kaemingk opened discussion for Ordinance 468
amending the Business Licensing regulations. City Clerk Swisher stated the exhibits are the changes required by the
State and we incorporated changes that the City needed as well. Mayor Kaemingk
opened the hearing at 7:06 PM. City Planner Flathman briefly discussed the
changes as directed by the Dept. of Revenue along with staff also making
updates. Council discussion regarding
rates and fees. Mayor Kaemingk closed the hearing at 7:12 PM.
Mayor Kaemingk opened discussion for the final
hearing on the 2021 Operating Budget Ordinance 469. Mayor Kaemingk opened
hearing at 7:13 PM, after no comment from Council or Public, closed the hearing
at 7:14 PM.
New
Business, Petitions, Communications, Application Appeals:
Mayor Kaemingk opened for discussion consideration
of CU20-03 for Operation of Elsner Law Firm at 23711 Brier Road in the
neighborhood business district. City
Planner Flathman gave a brief description of business. Justin Elsner addressed
the council, thanking them for taking his application and is excited about the
venture ahead. Council discussion. Motion:
Approval of CU20-03 for operation of Elsner Law Firm at 23711 Brier Road. Moved by: Councilmember Gallagher, Seconded by: Councilmember Nick. Motion
Carried.

Resolutions & Orders
Mayor Kaemingk opened consideration of Ordinance
468 amending the Business Licensing Regulations. Motion: Approve Ordinance 468 amending the Business Licensing
Regulations. Moved by: Councilmember Marley, Seconded by: Councilmember Gallagher. Motion Carried.
Mayor Kaemingk opened consideration of Ordinance
469 adopting the 2021 Operation Budget. Motion:
Approval of Ordinance 469 adopting the Operation Budget. Moved by: Councilmember Gallagher, Seconded by: Councilmember Krienke. Motion Carried
Miscellaneous
Business by Call of Councilmembers & City Officials
Mayor Kaemingk mentioned that Councilmember Rosman
brought to our attention a soap dispenser option for the Park restrooms. PW Supervisor found an option that was less
expensive and will hopefully hold up to tampering. We have ordered four to try them out.
Auditing
of Accounts:
Mayor Kaemingk opened consideration of the November 2020 Claim Checks. Motion: Approve the November 2021 Claim
Checks No.42144 through No.42146, Checks No. 42150 through No. 42179 in the
amount of $50,522.90. Moved by: Councilmember
Nick, Seconded by: Councilmember
Gallagher. Motion Carried.
