Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:01 PM.

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Joplin, Krienke, Lockhart, Marley, Nick and Rosman.

Staff: Clerk-Treasurer Swisher.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Gallagher attended the Community Transit board meeting January 12^th.

Councilmember Nick reviewed the claim checks on January 5^th and 8^th.

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of December 15, 2020. Motion: Approve the Brier City Council Minutes of December 15, 2020. Moved by Councilmember Gallagher, Seconded by Councilmember Joplin. Motion Carried.

Old Business:

Mayor Kaemingk opened for consideration approval of the Interlocal Agreement with Snohomish County for Jail Services. Motion: Approve the Interlocal Agreement with Snohomish County for Jail Services. Moved by Councilmember Joplin, Seconded by Councilmember Marley. Motion Carried.

New Business:

Mayor Kaemingk opened for consideration approval to release the Bond for the McClenny Short Plat in the amount of $57,254.00. Motion: Approve to release the Bond for the McClenny Short Plat in the amount of $57,254.00. Moved by Councilmember Nick, Seconded by Councilmember Rosman. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Kaemingk opened consideration of Mayor Pro-Tem. Councilmember Joplin nominated Councilmember Gallagher. Councilmember Gallagher declined the nomination and nominated Councilmember Nick. Councilmember Lockhart Seconded the nomination of Councilmember Nick. 7:08 PM Motion: Appoint Councilmember Nick to fill the role of Mayor Pro-Tem for the year 2021. Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart. Motion Carried.

Mayor Kaemingk opened for consideration appointment to the Snohomish Health District Board. 7:09 PM Motion: Appoint Councilmember Joplin to serve on the Snohomish Health District Board for 2021. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Kaemingk read the announcement for the Annual Comprehensive Plan update notice for suggested amendments. Amendments must be submitted by March 31, 2021.

Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the December 2020 Payroll Checks. Motion: Approve the December 2020 Payroll Check No. 42221, Checks No. 42224 through No. 42225 and EFT transactions in the amount of $242,693.75. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Kaemingk opened for consideration approval of the December 2020 Claim Checks. Motion: Approve the December 2020 Claim Checks No. 42216 through No. 42220, Checks No. 42222 through No. 42223, Checks No. 42226 through No. 42268 and EFT transactions in the amount of $189,406.48. Moved by Councilmember Nick, Seconded by Councilmember Marley. Motion Carried.

Mayor Kaemingk opened for consideration approval of the January 2021 Claim Checks. Motion: Approve the January 2021 Claim Checks No. 42269 through No. 42273, Checks No. 42275 through No. 42311 in the amount of $53,181.90. Moved by Councilmember Nick, Seconded by Councilmember Marley. Motion Carried.

Executive Session & Adjournment

Mayor Kaemingk stated the meeting would adjourn to Executive Session for approximately one hour with no business to conduct afterwards. Motion: Adjourn to Executive Session pursuant to RCW 42.30.110(1)(g) to discuss potential employment and performance of an individual. Moved by Councilmember Nick, Seconded by Councilmember Joplin. Motion Carried.

Mayor Kaemingk declared the meeting adjourned at to Executive Session at 7:20 PM. The Council ended the Executive Session and the meeting at 8:45 PM.
