BRIER CITY COUNCIL MINUTES
January 26, 2021
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:01 PM.
Roll Call:
Present: Mayor Kaemingk,
Councilmembers Gallagher, Joplin, Krienke, Lockhart, Marley, Nick and Rosman.
Staff: Clerk-Treasurer Swisher
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Nick reviewed the claim checks
January 25th.
Councilmember Joplin will let Clerk-Treasurer
Swisher know if he has had any Snohomish Health District meetings once he
checks his calendar.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of
the Brier City Council Minutes of January 12, 2021. Motion: Approve
the Brier City Council Minutes of January 12, 2021.
Moved by Councilmember Marley, Seconded
by Councilmember Nick. Motion
Carried.
Mayor Kaemingk opened for consideration approval of the Brier City
Council Workshop Minutes of January 19, 2021. Motion: Approve
the Brier City Council Workshop Minutes of January 19, 2021. Moved by Councilmember
Gallagher, Seconded by Councilmember
Krienke. Motion Carried.
Consent
Agenda:
Mayor Kaemingk opened for
consideration to authorize the Mayor's signature on the Agreement with
Snohomish County for the Ballot Drop Box. Motion: Approve the Mayor's
signature on the Agreement with Snohomish County for the Ballot Drop Box. Moved
by Councilmember Marley, Seconded by Councilmember Gallagher. Motion
Carried.
Hearings:
Mayor Kaemingk gave an overview of the Public Hearing on Ordinance No. 470, amending the Capital Facilities Plan. Mayor Kaemingk
opened the Public Hearing at 7:07 PM. Councilmember Marley pointed out some
date changes and clerical errors to be corrected. Mayor Kaemingk closed the Public Hearing at 7:10
PM.
Ordinances,
Resolutions & Orders
Mayor Kaemingk opened for consideration approval of Ordinance No. 470,
amending the capital Facilities Plan. Motion:
Approve Ordinance No. 470, amending the capital Facilities Plan with the
suggested corrections by Councilmember Marley for date and clerical errors. Moved by Councilmember Gallagher, Seconded by Councilmember Joplin. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Kaemingk reported that the Snohomish
County Mayors and the County are pushing back against being lumped into the
Governor's Covid-19 opening plan with King County.
In addition he reported on
items that could potentially remove tools that the Police Officers use to do
their job effectively.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the December 2020
Claim Checks. Motion: Approve the December 2020 Claim Checks No. 42317
through No. 42333 and EFT transactions in the amount of $84,072.10. Moved by
Councilmember Nick, Seconded by
Councilmember Gallagher. Motion Carried.
Mayor Kaemingk opened for consideration approval of the
January 2021 Claim Checks. Motion: Approve
the January 2021 Claim Checks No. 42274, 42312, Checks No. 42314 through No.
42316, Checks No. 42334 through No. 42359 in the amount of $696,577.61 and
voided Check No. 41932. Moved by
Councilmember Nick, Seconded by Councilmember
Gallagher. Motion Carried.
Executive Session:
Mayor
Kaemingk stated that Council will adjourn to Executive Session pursuit to RCW
42.30.110(1)(g) to give an update on Contract Negotiations. Motion: To adjourn
to Executive Session to discuss Contract Negotiations for approximately one
hour. Moved by
Councilmember Lockhart, Seconded by
Councilmember Marley. Motion Carried.
Adjournment
Mayor Kaemingk
declared the meeting adjourned to Executive Session at 7:17 PM. The Executive
Session ended at 8:30PM and no action was taken and
the meeting was adjourned.
