BRIER CITY COUNCIL MINUTES
February 23, 2021
Mayor Kaemingk called the
regular Brier City Council Meeting to order at 7:02 PM.
Roll Call:
Present: Mayor Kaemingk,
Councilmembers Gallagher, Joplin, Krienke, Lockhart,
Marley, Nick and Rosman.
Staff: Clerk-Treasurer Swisher and Building Official Beverly.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Lockhart attended the Parks Board
meeting February 10th.
Councilmember Nick reviewed claim checks on
February 22nd, attended the audit exit conference on February 23rd and
he will attend the union negotiation meeting tomorrow evening February 24th.
Councilmember Rosman attended the AWC Action Days
virtually on February 10th and 11th and the audit exit
conference February 23rd.
Councilmember Joplin attended the audit exit
conference February 23rd.
Approval
of Minutes:
Mayor Kaemingk opened for consideration the
Brier City Council Minutes of February 9, 2021. Motion:
Approve the Brier City Council Minutes of February 9, 2021, Moved by
Councilmember Nick, Seconded by
Councilmember Gallagher. Motion Carried.
Hearings:
Mayor Kaemingk opened the Public Hearing at 7:13
PM for the Home Occupation License for Fast Iron Fitness located at 22001 Vine
Road by Morgan Hamilton. Clerk-Treasurer Swisher gave a brief overview and
recommended approval of the Home Occupation. Mrs. Hamilton spoke briefly about
her business. The Public Hearing was closed at 7:17 PM. Motion: Approve Home Occupation license for Fast Iron Fitness
located at 22001 Vine Road by Morgan Hamilton, Moved by Councilmember Marley, Seconded
by Councilmember Joplin. Motion Carried.
Ordinances,
Resolutions & Orders
Mayor Kaemingk opened consideration of Resolution
No. 584 adopting the Amendments to the Brier Annex of the Snohomish County
Hazardous Mitigation Plan. 7:19 PM Motion:
Approve Resolution No. 584 adopting the Amendments to the Brier Annex of the
Snohomish County Hazardous Mitigation Plan, Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart. Motion
Carried.
Mayor Kaemingk opened
consideration of Ordinance No. 471 Amending the Building Codes. Councilmember
Rosman stated that she submitted some last minutes changes to the Fence code,
she shared her screen with the modifications that she suggested. Building
Official Beverly spoke to the changes and explained that the numbering is in
reference from the International Residential Code and cannot be changed and
that the verbiage regarding variance for the over height fences needs to remain
as that establishes a process for addressing any issue regarding fences over
six feet. Motion: Approve Ordinance
No. 471 amending the Building Codes as submitted originally, Moved by Councilmember Krienke, Seconded by
Councilmember Lockhart. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Rosman asked Councilmember Joplin
about the possibility of the Health District bringing the COVID vaccine clinics
to neighborhoods as it is more widely available. Councilmember Joplin stated
that there is a plan being crafted to bring the COVID vaccine to local
pharmacies for faster distribution.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration
approval of the February 2021 Claim Checks. Motion: Approve
the February 2021 Claim Checks No. 42405 through No. 42438 in the amount of
$90,117.64, Moved
by Councilmember Nick, Seconded by
Councilmember Gallagher. Motion Carried.
Adjournment
Mayor Kaemingk declared the meeting adjourned at 7:35 PM.
