BRIER CITY COUNCIL MINUTES

March 9, 2021

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00 PM.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Krienke, Lockhart, Marley, Nick and Rosman. Councilmember Joplin arrived at 7:27 PM.

Staff: Clerk-Treasurer Swisher

 

Public Requests & Oral Communications:

ML DeMorett asked that the addresses for the agenda items related to plat bond releases be stated.

 

Reports of Committees & City Officials:

Councilmember Nick on March 8th reviewed the claim checks.

Councilmember Gallagher attended the Community Transit board meeting on March 4th.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of February 23, 2021. Motion: Approve the Brier City Council Minutes of February 23, 2021. Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Brier City Council Workshop Minutes of March 2, 2021. Motion: Approve the Brier City Council Workshop Minutes of March 2, 2021. Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.

 

Consent Agenda:

Mayor Kaemingk opened for consideration the Consent Agenda which includes:


  • The release of the Performance Bond for the Seatown Short Plat SP15-03 in the amount of $15,375.00.

  • Release of the Assignment of Funds for the Hinrichs Lot 2 LDA 19-03 in the amount of $15,600.00.

  • Authorization of the Mayor's signature on the Developer Extension Agreement for the Brier Landing Subdivision.

    Motion: Approve the Consent Agenda as stated. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.


    New Business, Petitions, Communications, Application Appeals:

    Mayor Kaemingk opened for consideration approval of the Mayor's appointment of Brad Williamson to the Civil Service Commission Position No. 2, with a term set to expire on October 31, 2023. Motion: Approve the Mayor's appointment of Brad Williamson to the Civil Service Commission Position No. 2, with a term set to expire on October 31, 2023. Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart. Motion Carried.

    Mayor Kaemingk opened for consideration approval of the Mayor's appointment of Steve Leonard to the Civil Service Commission Position No. 3, with a term set to expire October 31, 2025. Motion: Approve the Mayor's appointment of Steve Leonard to the Civil Service Commission Position No. 3, with a term set to expire October 31, 2025. Moved by Councilmember Marley, Seconded by Councilmember Krienke. Motion Carried.

     

    Mayor Kaemingk opened for consideration approval to release the Sewer Maintenance Bond for the Vine 13 Subdivision SUB18-01 in the amount of $44,166.45. Motion: Approve the release of the Sewer Maintenance Bond for the Vine 13 Subdivision SUB18-01 in the amount of $44,166.45. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

     

    Mayor Kaemingk opened for consideration approval to release the Short Subdivision Maintenance Bond for Arcadia Homes SP17-03, 29th Ave A&B in the amount of $61,349.00. Motion: Approve the release of the Short Subdivision Maintenance Bond for Arcadia Homes SP17-03, 29th Ave A&B in the amount of $61,349.00. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

     

    Miscellaneous Business by Call of Councilmembers & City Officials:

    Mayor Kaemingk introduced a concern that some of our citizens have raised about the new charge of State Fire on their property tax billings and asked if a Councilmember would be willing to investigate the issue further.

     

    Councilmember Rosman looked up more information about the police pursuit bill that is on the State's legislative agenda and provided the link to watch or participate in the hearing scheduled for this Thursday.

     

    Mayor Kaemingk stated that we do not have any items on the workshop agenda for next week. Motion: Cancel the March 16th Brier City Council Workshop meeting. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.


    Auditing of Accounts:

    Mayor Kaemingk opened for consideration approval of the February 2021 Payroll Checks. Motion: Approve the February 2021 Payroll Checks No. 42441 through No. 42443 and EFT transactions in the amount of $153,606.16. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

     

    Mayor Kaemingk opened for consideration approval of the February 2021 Claim Checks. Motion: Approve the February 2021 Claim Checks No. 42439 and No. 42440, Checks No. 42444 through No. 42446, Checks No. 42448 through No. 42477 and EFT transactions in the amount of $463,139.14 and voided Check No. 42352. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

     

    Executive Session:

    Mayor Kaemingk stated that Council will adjourn to Executive Session pursuant to RCW 42.30.110(1)(g) to give an update on Contract Negotiations for approximately half an hour. Motion: Adjourn to Executive Session at 7:27 PM pursuant to RCW 42.30.110(1)(g) to give an update on Contract Negotiations for approximately half an hour, Moved by Councilmember Marley, Seconded by Councilmember Krienke.
