BRIER CITY COUNCIL MINUTES
June 22, 2021
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM.
Roll Call:
Present: Mayor Kaemingk,
Councilmembers Gallagher, Joplin, Krienke, Lockhart, Marley, Nick, and Rosman.
Staff: Clerk-Treasurer Swisher,
Building Official Beverly and Chief Catlett.

Councilmember Nick reviewed the claim checks on
June 18th.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of the Brier City
Council Minutes of June 8, 2021. Motion:

Consent
Agenda:
Mayor Kaemingk opened for
consideration approval of the Collective Bargaining Agreement with between the City of Brier and
Laborers Local 1239.Motion: Approve the Collective
Bargaining Agreement with between the City of Brier and Laborers Local 1239, Moved by Councilmember Rosman, Seconded by Councilmember Gallagher.
Motion Carried.
New
Business:
Mayor Kaemingk opened for discussion and consideration of the Interlocal
Agreement with Snohomish County for Interim Law Enforcement Services. Motion: Approve of the Interlocal
Agreement with Snohomish County for Interim Law Enforcement Services, Moved by Councilmember Gallagher, Seconded by Councilmember Nick. There
was extensive discussion with Council asking questions about coverage,
termination of the agreement, training for new officers that we hire and making
sure the County is aware of our most pressing issues. Undersheriff Jeff Brand
was very helpful in answering the questions and
assuring the Council that the County will work with us to provide the level of
service requested and support our current police officers while the city looks
at recruiting a new Chief and additional officers. Chief Catlett attended the
meeting as well and gave input with respect to current policing and was
confident that the County will support us well. Motion
Carried.
Ordinances,
Resolutions & Orders:
Mayor Kaemingk opened for consideration approval of
Ordinance No. 473, amending Title 6 Animal Control. Motion: Approve Ordinance No. 473,
amending Title 6 Animal Control. Moved
by Councilmember Marley, Seconded by
Councilmember Gallagher. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Gallagher inquired about cancelling
the workshop meeting on July 6th. Motion: Cancel the Workshop meeting of July 6th, Moved by
Councilmember Gallagher, Seconded by Councilmember Krienke. Motion
Carried.
Clerk-Treasurer Swisher approached the Council with
the idea of having a lunch hour set aside for city hall to be closed and to
make that in conjunction with our re-opening plan as we move forward. It would
require a code amendment. This topic was for them to think over and will be
brought forward in an upcoming workshop meeting.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the June 2021 Claim
Checks. Motion: Approve the June 2021 Claim Checks No. 42721 through
No. 42718, Checks No. 42721 through Check No. 42743
and EFT transaction in the amount of $80,002.99 and voided Check No. 41379, Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.
