BRIER CITY COUNCIL MINUTES

July 13, 2021

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:04 PM.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Joplin, Krienke, Lockhart, Marley, Nick and Rosman.

Staff: Clerk-Treasurer Swisher and City Attorney Dawn Reitan.


Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Gallagher attending the ground breaking for the expanded CT maintenance facility.

Councilmember Nick reviewed claim checks on July 9, 2021.

Councilmember Joplin attended the Snohomish Health District Board meeting July 9, 2021.

Councilmember Krienke attended the meeting with Snohomish County Sheriff Deputy Nathan Alanis who will serve as our police department Administrative Sergeant.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of June 22, 2021. Motion: Approve the Brier City Council Minutes of June 22, 2021, Moved by Councilmember Gallagher, Seconded by Councilmember Joplin. Motion Carried.


Unfinished Business:

Mayor Kaemingk opened for review and to ratify the amended Interlocal Agreement with the Snohomish County Sheriff's Office for Interim Polices Services. Motion: Approve and ratify the amended Interlocal Agreement with the Snohomish County Sheriff's Office for Interim Polices Services, Moved by Councilmember Krienke, Seconded by Councilmember Nick. There was Council discussion regarding cost and services. Motion Carried.


New Business:

Mayor Kaemingk opened for consideration the Mayor's re-appointment of Nick Tastad to Planning Commission Position No. 3, with a term set to expire July 31, 2023. Motion: Approve the Mayor's re-appointment of Nick Tastad to Planning Commission Position No. 3, with a term set to expire July 31, 2023, Moved by Councilmember Marley, Seconded by Councilmember Gallagher. Motion Carried.


Mayor Kaemingk opened for consideration and selection of an ADA swing and retro-fit of the playground area in Brier Park. Staff was asking that the Council make the choice between the two types of swings available. Motion: Authorize the purchase and installation of the Expression ADA swing for an amount not to exceed $19,000.00, Moved by Councilmember Krienke, Seconded by Councilmember Marley. There was Council discussion regarding the cost to construct the new unit and types of swings. Motion Carried.

 

Mayor Kaemingk opened for discussion of the Police Chief Recruitment options and review of the proposal from Prothman. Motion: Approve the agreement for Police Chief Recruitment with Prothman for $18,500.00, Moved by Councilmember Krienke, Seconded by Councilmember Joplin. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

The City will be providing microphones for use by Councilmembers to make sure they are heard properly during the meetings.


Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the June 2021 Payroll Checks. Motion: Approve the June 2021 Payroll Checks No. 42686 and 42719, Checks No. 42745 through No. 42749 and EFT transactions in the amount of $232,002.05, Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the June 2021 Claim Checks. Motion: Approve the June 2021 Claim Checks No. 42744, Checks No. 42750 through No. 42802 in the amount of $196,115.77, Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.


Executive Session:

Mayor Kaemingk stated that Council will recess to Executive Session pursuant to RCW 42.30.110(1)(i) to discuss potential litigation. Motion: Recess to Executive Session pursuant to RCW 42.30.110(1)(i) to discuss potential litigation for approximately a half an hour, Moved by Councilmember Krienke, Seconded by Councilmember Marley. Motion Carried. Council recessed to Executive Session at 7:45 PM. Mayor Kaemingk stated that executive session is extended for an additional 15 minutes at 8:18 PM. Executive Session ended at 8:35 PM.
