BRIER CITY COUNCIL MINUTES

August 24, 2021

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00 PM.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Joplin, Krienke, Lockhart, Marley, Nick and Rosman.

Staff: Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Gallagher attended the Planning Commission on August 18th.

Councilmember Nick reviewed claim checks on August 20th.

Mayor Kaemingk attended several meetings with other mayors from Snohomish County, he has met with two potential police officers, and we are moving through the process for hiring.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of August 10, 2021. Motion: Approve the Brier City Council Minutes of August 10, 2021. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Brier City Council Workshop Minutes of August 17, 2021. 7:04 PM Motion: Approve the Brier City Council Workshop Minutes of August 17, 2021, Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.

 

Consent Agenda:

Mayor Kaemingk opened for consideration approval of the Pace Engineering Construction Administration & Inspection Services for the Nugget Park Sidewalk Project. Motion: Approve the Pace Engineering Construction Administration & Inspection Services for the Nugget Park Sidewalk Project, Moved by Councilmember Nick, Seconded by Councilmember Joplin. Motion Carried.

 

Motion: Move item 7.B to section 8 for discussion, Moved by Councilmember Krienke, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Kaemingk opened for consideration approval of the salary adjustment for the Police Chief salary. Motion: Approve the salary adjustment for the Police Chief salary, Moved by Councilmember Krienke, Seconded by Councilmember Lockhart. Motion Carried.


New Business:

Mayor Kaemingk opened for consideration approval for the amendment to all Personal Service Contract Employees changing the cost -of- living increase to 100% of CPI-W with a minimum of 1%, Maximum of 3% as awarded to the Labor Union. Motion: Approve the amendment to all Personal Service Contract Employees changing the cost -of- living increase to 100% of CPI-W with a minimum of 1%, Maximum of 3% as awarded to the Labor Union, Moved by Councilmember Marley, Seconded by Councilmember Joplin. Motion Carried.


Mayor Kaemingk opened for consideration approval to authorize the mayor's signature on the amended contract for Paula Swisher, City Clerk/Treasurer II. Motion: Approve authorization of the Mayor's signature on the amended contract for Paula Swisher, City Clerk/Treasurer II, Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

Councilmember Krienke had a question about the severance clause and would like to see it amended to 6 months. Motion: Amend the severance from 9 months to 6 months. Moved by Councilmember Krienke, Seconded by Councilmember Gallagher. Motion Fails. Motion: Amend the healthcare portion in severance to state 9 months in conjunction with the severance pay, Moved by Councilmember Rosman, Seconded by Councilmember Nick. Motion Carried.


Consideration of Bids, LIDS, & Related Matters:

Mayor Kaemingk opened for consideration the tree removal bid by Budget Tree Service not to exceed an amount of $27,650.00. Motion: Authorize the tree removal bid by Budget Tree Service not to exceed $27,650.00, Moved by Councilmember Rosman, Seconded by Councilmember Joplin. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor stated that we will have a workshop meeting on September 7th, next week is a 5th Tuesday.

Councilmember Krienke stated that we have the questionnaire from Action for our rebranding and we would like to get input from the Council. Councilmember Rosman asked if we would be open to adding a citizen to the steering committee.


There was discussion to send out the frequently asked questions so council can help craft the answers. Mayor will assign questions to each councilmember to work on.


Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the August 2021 Claim Checks. Motion: Approve the August 2021 Claim Checks No. 42866, Checks No. 42868 through No. 42892, and EFT transaction in the amount of $259,465.94, Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.
