BRIER CITY COUNCIL MINUTES
September 14, 2021
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM.
Roll Call:
Present: Mayor Kaemingk,
Councilmembers Gallagher, Joplin, Krienke, Lockhart, Marley, Nick and Rosman.
Staff: Clerk-Treasurer Swisher,
Planner Flathman and City Attorney Jennifer Robertson.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Mayor Kaemingk mentioned the email that Council
received from the police union representative about the radio channel issue. He
stated that the music in the park event was a success
and we had a brief gathering yesterday to honor our fallen officer Eddie Thomas
as it has been 15 years since his passing.
Councilmember Nick stated on September 7th
he reviewed the claim checks and on August 31st he attended the
branding brainstorming meeting.
Councilmember Marley on September 8th
met with the public works department and reported that the stormwater and sewer
inspections are going well. The Department of Corrections work has been
sporadic but has been very helpful.
Councilmember Gallagher attended the September 2nd
Community Transit meeting, they are getting excited because it is less than a
month away from the opening of the Northgate station.
Councilmember Joplin attended the Snohomish Board
of Health meeting September 14th and the County Health Officer Chris
Spitters stated that we will never be rid of COVID that it will just continue
to mutate and be with us like the flu.
Councilmember Krienke attended the August 31st
branding brainstorming meeting and the September 2nd meeting with Action
Digital to move the process forward. He also met with Sergeant Alanis on
September 1st to discuss the oral boards that we will be doing on
September 15th.
Councilmember Rosman attended the branding brainstorming
meeting on August 31st and the subsequent meeting with Action
Digital on September 2nd.

Consent
Agenda:
Mayor Kaemingk opened for
consideration approval of the re-appointments of Park
Board Members: Shelly Magnuson, Position #1, Dan Allen, Position #2, Hunter
Hendrickson, Position #5 and Kristin Ficker, Position #6, with terms set to
expire September 15, 2025 of Park Board Members: Shelly Magnuson, Position
#1, Dan Allen, Position #2, Hunter Hendrickson, Position #5 and Kristin Ficker,
Position #6, with terms set to expire September 15, 2025, Moved by
Councilmember Lockhart, Seconded by Councilmember Rosman. Motion
Carried.
Hearings:
Mayor
Kaemingk opened for the Public Hearing Ordinance No. 475, relating to
supportive housing and transitional housing in compliance with engrossed second
substitute house bill (ESSHB) 1220.
City
Planner Flathman gave an overview of the process and ordinance. Mayor Kaemingk
opened the Public Hearing at 7:18 PM. There was no public comment. Mayor
Kaemingk closed the Public Hearing at 7:19 PM.
Ordinances,
Resolutions & Orders:
Mayor Kaemingk opened for
consideration approval of Ordinance No. 475, relating to supportive housing and
transitional housing in compliance with engrossed second substitute house bill
(ESSHB) 1220. Motion: Approve Ordinance No. 475, relating to supportive
housing and transitional housing in compliance with engrossed second substitute
house bill (ESSHB) 1220, Moved by Councilmember Gallagher, Seconded
by Councilmember Rosman. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Kaemingk stated we would have a workshop
meeting next week to discuss the Frequently Asked Questions at that meeting and
asked that each councilmember get their answers submitted to the
Clerk-Treasurer by Thursday.
Councilmember Krienke stated that we received some
mock-ups back from Action Digital for our rebranding and that we would be
reviewing them at the workshop meeting as well.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the August 2021
Payroll Checks Motion:
Approve the August 2021 Payroll Check No. 42867, Checks No. 42894
through No. 42899 in the amount of $124,298.07, Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion
Carried.
Mayor Kaemingk opened for consideration approval of the August 2021
Claim Checks. Motion: Approve the August 2021 Claim Check No. 42893,
Checks No. 42900 through No. 42904, Checks No. 42906 through No. 42947 and EFT transaction in the amount of $466,440.11 and
voided Check No. 42854, Moved by Councilmember Nick, Seconded
by Councilmember Gallagher. Motion Carried.
