BRIER CITY COUNCIL MINUTES

December 14, 2021

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:03 PM.

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Joplin, Krienke, Lockhart, Marley, and Nick.

Absent: Councilmember Rosman.

Staff: Clerk-Treasurer Swisher

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Mayor Kaemingk thanked the Parks Board for another successful tree lighting event.

Councilmember Lockhart attended the Parks Board meeting on December 8th.

Councilmember Marley attended the AWC elected officials training December 4th, he will attend a Public Works meeting on December 15th.

Councilmember Nick reviewed the claim checks on December 10th.

Councilmember Gallagher felt the tree lighting was well attended and he agreed with the Mayor that it was an incredible job by the Parks Board.

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of November 23, 2021. Motion: Approve the Brier City Council Minutes of November 23, 2021, Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Kaemingk opened for consideration approval of the Brier City Council Workshop Minutes of December 7, 2021. Motion: Approve the Brier City Council Workshop Minutes of December 7, 2021, Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart. Motion Carried.

Consent Agenda:

Mayor Kaemingk opened for consideration approval of the Axon Enterprise Bid for Taser-7s in an amount not to exceed $22,410.04. Motion: Approve the Axon Enterprise Bid for Taser-7s in an amount not to exceed $22,410.04, Moved by Councilmember Lockhart, Seconded by Councilmember Marley. Motion Carried.

New Business:

Mayor Kaemingk opened for confirmation of the Mayor’s re-appointment of Dan Peterson to the Civil Service Commission Position No. 1, with a term set to expire October 31, 2027. Motion: Approve the Mayor’s re-appointment of Dan Peterson to the Civil Service Commission Position No. 1, with a term set to expire October 31, 2027, Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Mayor Kaemingk opened for consideration of the Agreement with Pace Engineers for Engineer of Record Services for 2022-2023. Motion: Approve the Agreement with Pace Engineers for Engineer of Record Services for 2022-2023, Moved by Councilmember Marley, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Kaemingk opened for consideration of the Agreement with John Rongerude for Public Defender Services for 2022-2024. Motion: Approve the Agreement with John Rongerude for Public Defender Services for 2022-2024, Moved by Councilmember Marley, Seconded by Councilmember Krienke. Motion Carried.

Ordinances, Resolutions & Orders:

Mayor Kaemingk opened for consideration approval of Ordinance No. 469.B, amending the 2021 Operating budget to include the Trust Fund No. 630. Motion: Approve Ordinance No. 469.B, amending the 2021 Operating budget to include the Trust Fund No. 630, Moved by Councilmember Krienke, Seconded by Councilmember Joplin. Motion Carried.

Mayor Kaemingk opened for consideration approval of Ordinance No. 481, amending the Meeting Dates for the Library Board. Motion: Approve of Ordinance No. 481, amending the Meeting Dates for the Library Board, Moved by Councilmember Lockhart, Seconded by Councilmember Gallagher. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Kaemingk stated that he would entertain a motion to cancel the last two meetings of the year. Motion: Cancel the December 21st workshop meeting and the December 28th regular meeting, Moved by Councilmember Gallagher, Seconded by Councilmember Krienke. Motion Carried.

Mayor Kaemingk stated we would like to recognize Councilmember Joplin for his years of service on the council. We will be having a small open house type gathering to recognize Councilmember Joplin at city hall one day next week.

Councilmember Krienke reported that he will have the rebranding options sent out to Council to review and for discussion at our first meeting in January 2022.

Councilmember Joplin stated that he feels he is leaving the council in good hands.

Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the November 2021 Payroll Checks. Motion: Approve the November 2021 Payroll Checks No. 43168 through No. 43172 and EFT transactions in the amount of $173,893.76, Moved by Councilmember Nick, Seconded by Councilmember Krienke. Motion Carried.

Mayor Kaemingk opened for consideration approval of the November 2021 Claim Checks. Motion: Approve the November 2021 Claim Checks No. 43205 through No. 43218, Checks No. 43256 through No. 43292 and EFT Transaction in the amount of $201,011. Voided Checks No.

43219 through No. 43255. Reason: Printer Mishap, Moved by Councilmember Nick, Seconded by Councilmember Marley. Motion Carried.

Mayor Kaemingk declared the meeting adjourned at 7:29 PM.
