BRIER CITY COUNCIL MINUTES
January 25, 2022
Mayor Kaemingk called the
regular Brier City Council Meeting to order at 7:05 PM.
Roll Call:
Present: Mayor Kaemingk,
Councilmembers Gallagher, Lockhart, Marley, Moran, Nick, and Rosman.
Absent: Councilmember Krienke.
Staff: Clerk-Treasurer Swisher,
Chief Almquist.
Public
Requests & Oral Communications:
Mayor Kaemingk
introduced Isaac Harrison, the new Library Manager. Mr. Harrison gave an
overview of his time within the library system.
Maria Buell, Brier, asked
about the progress on the snow and ice plan as there is anticipated snow the
first week of February.
Hisham Othman, Brier, asked about the allowing of
public comment during workshop meetings and why is was
allowed on January 4th and not last week, in regards to our
rebranding discussions he stated that he likes the 50th anniversary
logo and thinks if it was tweaked a little bit it would be a great option for
our rebranding.
Kevin Davis, Brier, asked about the local access
signage in Dundee to deter people from dropping kids off to use the cut-through
to the middle school.
Reports of
Committees & City Officials:
Chief Almquist gave an
update on his first five days at the city and stated that he has made two
conditional offers of employment to lateral officers and the new police clerk
hopefully will begin next week. He will be meeting with former police clerk
Maria Buell on Friday to get some of her insights into the department as well
as having had a meeting with all the officers to get their input and share with
them his vision and expectations for the department moving forward.
Councilmember Nick reviewed claim checks January 21st.
Councilmember Gallagher attended the Community Transit
board meeting last Thursday, met with the Mayor and Paula to discuss Mayor Pro-Tem duties and attended the Planning Commission meeting on
January 19th.
Councilmember Rosman advised that she listened into
the Snohomish County planning commission earlier this evening.
Mayor Kaemingk reported
that he has been attending meetings with the Snohomish County Mayors about the
issues happening in Olympia.
Mayor Pro-Tem Gallagher
assigned the Liaison Appointments: Rosman to Library, Lockhart to Parks, Nick
to Police, Krienke to Public Works, himself to Budget
and Marley to Planning Commission.
Approval
of Minutes:
Mayor Kaemingk opened for consideration
approval of the Brier City Council Minutes of January 4, 2022. Motion: Approve
the Brier City Council Minutes of January 4, 2022, Moved by Councilmember Nick, Seconded
by Councilmember Lockhart. Motion Carried.
Mayor Kaemingk opened for consideration
approval of the Brier City Council Minutes of January 11, 2022. Motion: Approve
the Brier City Council Minutes of January 11, 2022, Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion
Carried.
Mayor Kaemingk opened for consideration
approval of the Brier City Council Workshop Minutes of January 18, 2022. Motion: Approve
the Brier City Council Workshop Minutes of January 18, 2022, Moved by Councilmember Nick, Seconded by Councilmember Gallagher.
Motion Carried.
Consent
Agenda:
Mayor Kaemingk opened for consideration the authorization
of the Mayor's signature on the Stormwater Capacity
Grant from Department of Ecology. Motion:
Approve the Mayor's signature on the Stormwater Capacity Grant from Department
of Ecology, Moved by Councilmember
Gallagher, Seconded by Councilmember
Marley. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Kaemingk
stated we will be having a meeting next week.
Councilmember Rosman
stated she would like to bring forward information about urban forests to a workshop
meeting.
Councilmember Nick commented
on our rebranding that from his talks with others our iconic thing we are known
for is "community" and would like to see that represented.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration
approval of the December 31, 2021 Claim Checks. Motion:
Approve the December 31, 2021 Claim Checks No.
43365 and 43366, Checks No. 43369 through No. 43383 and EFT transactions in the
amount of $88,018.45 and voided Check No. 43303. Reason: Vender claims no
outstanding invoice, Moved by Councilmember Nick, Seconded
by Councilmember Gallagher. Motion Carried.
Mayor Kaemingk opened for consideration
approval of the January 2022 Claim Checks. Motion: Approve the January 2022
Claim Checks No. 43364, 43367, 43368, Checks No. 43384 through No. 43409 in the
amount of $570,382.53, Moved by Councilmember Nick, Seconded
by Councilmember Gallagher. Motion Carried.
Adjournment
Mayor Kaemingk declared the meeting adjourned at 7:41 PM.
