BRIER CITY COUNCIL MINUTES
February 8, 2022
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM.
Roll Call:
Present: Mayor Kaemingk,
Councilmembers Gallagher, Krienke, Lockhart, Marley,
Moran, Nick, and Rosman.
Staff: Clerk-Treasurer Swisher
and Chief Almquist.
Public
Requests & Oral Communications:
Maria Buell, Brier, commented on the snow and ice
discussion from last week and had gathered number of collisions in Brier which she
claimed was a total of 30 related to the snow event. She urges the Council not
to use the environmental impact as a reason not to get snow and ice removal
products.
Kate Lunceford, League of Women Voters, ask the
Council to sign the support letter to Snohomish County regarding the urban tree
canopy.
Hisham Othman, Brier, commented that he has heard
there have been some close calls at the intersection of Poplar Way and Vine
Road and would like to see us install lights similar to
the ones located in Mountlake Terrace on 228th by QFC.
Bill & Jess Bartig, Brier, thanked Kate
Lunceford for her presentation on the urban tree canopy. They hope that the
Council will consider endorsing the initiative and sign the letter of support.

Committees & City Officials:
Annual Report from South
County Regional Fire by Chief Hovis, Deputy Chief Eastman and Public Information
Officer Leslie Hynes.
Councilmember Marley attended
a meeting about the Regional Fire Authority on February 3rd.
Councilmember Lockhart attended
a meeting about the Regional Fire Authority on February 2nd.
Councilmember Moran attended
a meeting about the Regional Fire Authority on February 3rd.
Councilmember Gallagher attended
a meeting about the Regional Fire Authority on February 3rd,
Community Transit Board meeting on February 3rd and reviewed the
claim checks on February 7th.
Councilmember Nick met
with the Police Chief and Mayor February 1st.
Councilmember Rosman attended
the AWC City Action days online event on January 27th, the AWC legislative
update on January 28th, the meeting about the Regional Fire Authority on
February 2nd, the Library Board meeting on February 3rd
and on February 8th she attended the Verdant community connection
meeting.
Chief Almquist gave an
update on the department and the addition of Karen Howell as our police clerk.
He attended the Department of Emergency Management meeting today and got
elected vice-chair.

Consent
Agenda:
Mayor Kaemingk opened for confirmation of the
re-appointment of Tom Hanson to Planning Commission, Position No. 5 with a term
set to expire January 31, 2024. Motion:

Mayor Kaemingk opened for consideration approval to
authorize the purchase of the 2021 Dodge Durango Police Vehicle off the Sate
Contract, in an amount not to exceed $40,384.68 Motion: Approve the purchase of the 2021 Dodge Durango Police

Mayor Kaemingk opened for consideration approval to
authorize the purchase of two HVAC units from Gasline Mechanical in the amount of $24,895.75 per
unit for a total cost of $49,791.50. Motion:

New
Business:
Mayor Kaemingk opened consideration of the
Developer Extension Agreement changing from the former owners, Ghias to the new
owners, Jones. Motion: Approve

Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Rosman
inquired about if we are interested in learning more about the proposal from
the League of Women Voters to support the urban tree canopy and endorse the letter
encouraging policy changes for Snohomish County to become an evergreen
community. There was Council discussion.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the January 2022 Payroll Checks. Motion: Approve the January 2022
Payroll Checks No. 43410 through No. 43415 and EFT transactions in the amount
of $129,278.35, Moved
by Councilmember Gallagher, Seconded
by Councilmember Nick. Motion Carried.
Mayor Kaemingk opened for consideration approval of the January 2022
Claim Checks. Motion:
Approve the January 2022 Claim Checks No. 43416 through No. 43449 in the
amount of $124,721.22 and voided Check No. 43072. Reason: Lost in the
mail-Reissued, Moved
by Councilmember Gallagher, Seconded
by Councilmember Marley. Motion Carried.
