BRIER CITY COUNCIL MINUTES

March 8, 2022

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:02 PM.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Krienke, Lockhart, Marley, Moran, Nick, Rosman.

 

Staff Present: Clerk-Treasurer Swisher, Deputy Clerk-Treasurer Snowden and Chief Almquist

 

Public Requests & Oral Communications: None

 

Reports of Committees & City Officials:

Mayor Kaemingk has been gathering information regarding the upcoming fire contract for service and also gave an overview of his meetings with local Mayors.

Councilmember Nick met with Chief Almquist on March 2nd

Councilmember Gallagher attended the Community Transit meeting and reviewed claim checks. Councilmember Moran attended the Snohomish County Economic Alliance program.

Councilmember Krienke attended a meeting with Mayor Kaemingk and Chief Eastman regarding the RFA on March 3rd.

Councilmember Rosman attended the AWC Legislative update on March 4th.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of February 22, 2022. Motion: Approve the Brier City Council Minutes of February 22, 2022, Moved by Councilmember Marley, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Brier City Council Workshop Minutes of March 1, 2022. Motion: Approve the Brier City Council Workshop Minutes of March 1, 2022, Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart. Motioned Carried.

 

Hearings:

Mayor Kaemingk opened the Public Hearing and consideration of Home Occupation Business #604793817, located at 23428 32nd Ave W by Susan Ernst for Little Rider Ranch, LLC. at 7:10 PM. Deputy Clerk-Treasurer Snowden gave a brief overview of the application. The applicant Susan Ernst stated that this has been a goal of hers and a passion that she wants to pass on her knowledge. Mayor Kaemingk closed the public hearing at 7:14 PM.

 

Hisham Othman, Brier, is in favor of the business and asked the request to be approved. Motion: Approve the Home Occupation Business License #604793817, located at 23428 32nd Ave W by Susan Ernst for Little Rider Ranch, LLC. Moved by Councilmember Marley, Seconded by Councilmember Moran. Motion Carried.


New Business, Petitions, Communication, Application Appeals:

Mayor Kaemingk opened for consideration approval to release the Assignment of Funds for the Vine 13 Landscape Performance Bond in the amount of $37,350.00. Motion: Approve release the Assignment of Funds for the Vine 13 Landscape Performance Bond in the amount of $37,350.00. Moved by Councilmember Marley, Seconded by Councilmember Krienke. Motion Carried.


Miscellaneous Business by Call of Councilmembers & City Officials:

Clerk-Treasurer Swisher spoke regarding the administrative appeal filed on March 4th by Paul Schroeder and whether or not the appeal will be heard by the Council or pass it on to the Hearing Examiner. The appeal is regarding the notice of violation served by the City for the junk cars etc. on his property. It has been recommended by the City Attorney to forward this issue to the Hearing Examiner due to long history of violations. Council discussion. Motion: To forward the administration appeal filed by Paul Schroeder to be heard by the Hearing Examiner. Moved by Councilmember Krienke, Seconded by Councilmember Gallagher. Motion Carried.

 

Councilmember Nick commented on the traffic count happening in the City and would like more safety measures implemented at the crosswalk at the intersection of Poplar Way and 216th.

 

Mayor Kaemingk opened for consideration to cancel the March 15th council workshop meeting due to lack of business. Motion: To cancel the March 15th council workshop meeting due to lack of business. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Chief Almquist commented on the current legislation happening regarding the redefining of restricted or unrestricted firearms that are used with departments and updates on trainings that Officer Montague and Officer Otake have completed.


Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the February 2022 Payroll Checks. Motion: Approve the February 2022 Payroll Check No. 43451, Checks No. 43493 through No. 43496, Check No. 43498, voided Check No. 43497 (Reason: Incorrect Amount) and EFT transactions in the amount of $162,112.12. Moved by Councilmember Gallagher, Seconded by Councilmember Krienke. Motioned Carried.


Mayor Kaemingk opened for consideration approval of the February 2022 Claim Checks. Motion: Approve the February 2022 Claim Checks No. 43499 through No. 43532 in the amount of $155,329.00. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried


Adjournment

Mayor Kaemingk declared the meeting adjourned to Workshop at 7:43 PM.

1.               DISCUSSED VEHICLE LEASING PROGRAM FOR POLICE VEHICLES.

 

2.               DISCUSSED THE VEHICLE REPLACEMENT FOR THE 2002 FORD RANGER IN PUBLIC WORKS.


3.               DISCUSSED THE STREET STRIPING BID.
