BRIER CITY COUNCIL MINUTES
April 12, 2022
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 pm
Roll Call:
Present: Mayor Kaemingk,
Councilmember Gallagher, Krienke, Lockhart, Marley,
Moran, Nick and Rosman.
Staff: Clerk-Treasurer Swisher,
Deputy Clerk-Treasurer Snowden and Chief Almquist.
Public
Requests & Oral Communications:
Danielle Elliott, Brier. She had read the article regarding the
Federal Relief money and asked for additional clarification as to why the City
didn't apply for the funds. Mayor
Kaemingk gave an overview of the reasons and asked for anyone who had additional
questions to call him at City Hall.
Hisham Othman, Brier. Asked questions regarding the
Federal relief money and wanted to know if anyone at the City
had read the reporting requirements to apply for the relief. He also wanted to
know why the funds couldn't be used for sewer repairs that are needed. Mayor Kaemingk responded that he and City
Clerk Swisher had looked at the requirements for applying and the projects would
need to be shovel-ready, and our projects were not at that time.
Linda Meyers, Brier. Asked a question regarding the
Federal Relief money and who had the authority to apply for the money and if
the Council was consulted or is it just the decision of the Mayor.
Mayor Kaemingk stated that the Council was included but it is an administrative
decision.
Councilmember Krienke confirmed that the Council
was consulted regarding the guidelines in applying for the funds.
Councilmember Gallagher stated that while the
Council was consulted, it is the Councils function to look at the laws and
rules of our city and it's the function of the Mayor
and staff to execute those laws and rules and the Council relies heavily on the
expertise of the staff in looking at the details.
Reports of
Committees & City Officials:
Mayor Kaemingk met with
other Snohomish County Mayors regarding policing issues.
Councilmember Nick met
with Mayor Kaemingk, Chief Almquist and City Clerk Swisher on April 1st
regarding the Lieutenant Contract. On April 11th he met with Councilmember
Marley and Chief Almquist regarding the leasing/purchasing of police cars.
Councilmember Gallagher attended a Community Transit
meeting, reviewed claims and commented that the street
sweeper is working now.
Councilmember Rosman met with the Library board on April 7th and along with
Councilmember Moran met with County Councilmember Dunn regarding the Urban Tree
Canopy program.
Approval

Consent
Agenda:
Mayor Kaemingk opened for consideration approval of
the Bond Release Request for the previous owner of Brier Landing: Tree
Protection: $36,750.00. Developer Extension Performance: $147,835.00, Land
Disturbing Activity: $67,437.00 and Right-of-Way: $115,547.90. Motion: Approve the Bond Release

Mayor Kaemingk opened for consideration approval of
the BID for Sidewalk Trip Hazard Repairs from Precision Concrete Cutting in an
amount not to exceed $22,000.00. Motion: Approve the BID for Sidewalk

$22,000.00. Moved by: Councilmember Moran, Seconded by:
Councilmember Marley. Motion Carried.
Mayor Kaemingk opened for consideration approval of
the Personal Service Contract with Chad Ridout for
Police Lieutenant. Motion: Approve the Personal Service Contract with
Chad Ridout for Police Lieutenant. Moved:
Councilmember Nick Second: Councilmember Lockhart. Mayor Kaemingk gave an overview of the hiring
process. Chief Almquist gave a personal and professional background of
Chad Ridout. Chad Ridout thanked the
council for the opportunity to work with and for the City in this capacity.
Councilmember Krienke read a statement regarding his concerns surrounding
hiring an individual into a leadership position who has chosen to not comply
with mandates at his previous agency. Nay: Councilmember Krienke,
Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Kaemingk opened for consideration the approval of Resolution No.
589, adopting a revised City Fee Schedule. Motion: Approve Resolution
No. 589, adopting a revised City Fee Schedule. Moved by: Councilmember Krienke, Seconded
by: Councilmember Marley. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Chief Almquist gave an
update on the staffing of the Police Department, Lieutenant Ridout and Officer
Alex Hawley will be officially starting on April 18th and the
applicant for the final position is in background checks now. The Chief hopes to be fully staffed by May 15th. He will continue to work on the
Leasing/Purchasing of Police vehicles along with Councilmembers Nick and Marley.
The Chief also mentioned that Officer Kendrick performed a welfare check to an elderly
resident of Brier and found her in distress and in need of care. Chief Almquist
commended Officer Kendrick for his actions in caring for her and taking the
steps to make sure her care continues.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the March 2022 Claim
Checks. Motion: Approve the March 2022
Claim Check No. 43567, Checks No. 43573 through No. 43577, Checks No. 43579
through No. 43625, and EFT transaction in the amount of $151,636.32, with voided Check No. 43186. Reason: Lost in the mail,
reissued with Check No. 43578. Moved by: Councilmember Gallagher, Seconded
by: Councilmember Nick. Motion Carried.
