BRIER CITY COUNCIL MINUTES
May 10, 2022
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM.
Roll Call:
Present: Mayor Kaemingk,
Councilmembers Gallagher, Krienke, Lockhart, Marley,
Moran, Nick, and Rosman.
Staff: Clerk-Treasurer Swisher, Deputy Clerk-Treasurer
Snowden & Chief Almquist.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Mayor Kaemingk has been meeting with the Snohomish
County mayors, a letter that he began that the mayors have been working on
regarding policing is in the hands of staff at the City of Everett and will be
coming out soon. He will be meeting with Congressman Rick Larsen later this
week.
Councilmember Krienke, on April 27th met
with Public Works staff and commented that Travis' last day is the beginning of
June.
Councilmember Gallagher, attended the Community Transit
board meeting May 5th, reviewed the claim checks May 10th
and attended the Community Transit open house today.

Council Workshop Minutes of May 3, 2022. Motion: Approve the Brier City Council Workshop
Minutes of May 3, 2022. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion
Carried.
Consent Agenda:
Mayor Kaemingk opened for
consideration approval of the Police Lieutenant Contract with Chad Ridout. Motion: Approve the Police Lieutenant Contract with Chad Ridout. Moved by
Councilmember Nick, Seconded by
Councilmember Gallagher. Motion Carried.
Mayor Kaemingk opened for consideration approval of
the Scope & Fee by Pace Engineering for the Decant Facility Replacement. Motion: Approve the Scope & Fee by
Pace Engineering for the Decant Facility Replacement. Moved by Councilmember Marley, Seconded
by Councilmember Krienke. Motion Carried.
Mayor Kaemingk opened for consideration approval of
the Grant with Department of Ecology for the Decant Facility Replacement. Motion: Approve the Grant with
Department of Ecology for the Decant Facility Replacement. Moved by Councilmember Rosman, Seconded
by Councilmember Lockhart. Motion Carried.
Hearings:
Mayor Kaemingk opened the Public Hearing on Home
Occupation Business No. 602113948, located at 3408 214th St SW by
Christine Price, for Chris's Place Daycare at 7:11pm. Deputy City-Clerk
Treasurer Snowden gave an overview of the application and explained that the
license lapsed during the pandemic. The Public Hearing was closed at 7:12 PM. Motion: Approve Home Occupation
Business No. 602113948, located at 3408 214th St SW by Christine
Price, for Chris's Place Daycare. Moved
by Councilmember Marley, Seconded by
Councilmember Nick. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Chief Almquist stated he
and LT Ridout attended a meeting at the Snohomish County Courthouse yesterday
for a program called LEAD (Law Enforcement Assisted Diversion). The Brier
Police Facebook page was launched today. They met with a couple members of the
Parks Board to discuss the programs for this summer. LT Ridout is working on
getting vendors for NNO. They will be launching a community involvement
initiative called Program 365 that will be worked on for the next year and has elements
related to community safety involved. After May 30th we will no
longer have the Snohomish County Sheriff's Office backfilling our shifts. The
Chief went over the stats that were included in the packet.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the April 2022
Payroll Checks. Motion: Approve the April 2022 Payroll Checks No. 43630
through No. 43634 and EFT transactions in the amount of $137,320.47. Moved by
Councilmember Gallagher, Seconded by
Councilmember Nick. Motion Carried.
Mayor Kaemingk opened for consideration approval of the April 2022 Claim
Checks. Motion: Approve the
April 2022 Claim Checks No. 43674 through No. 43709 in the amount of
$141,836.58 and voided Check No. 43609; Reason: incorrect vender, reissued with
Check No. 43673. Moved
by Councilmember Gallagher, Seconded
by Councilmember Lockhart. Motion Carried.

Mayor Kaemingk declared the meeting adjourned at 7:53 PM.
