BRIER CITY COUNCIL MINUTES

June 28, 2022

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00 PM and the flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk Councilmembers Gallagher, Krienke, Lockhart, Marley, Nick, Rosman.

Absent: Councilmember Moran.

Staff: Clerk-Treasurer Swisher, Deputy Clerk-Treasurer Snowden, Chief Almquist, City Planner Flathman.

 

Public Requests & Oral Communications:

Mark Schnell, Brier, inquired about installing chargers for electric vehicle in of front of City Hall.

Keith Buell, Brier, asked about a round-about at the intersection of Brier Rd and 228th.

 

Reports of Committees & City Officials:

Mayor Kaemingk opened for the Life Saving Award Ceremony. Chief Almquist awarded Officer Francisco Montaque the Life Saving Award medal.

Councilmember Marley attended the Planning Commission Meeting on June 22.

Councilmember Gallagher reviewed claims checks on June 17.

Councilmember Rosman attended the Snohomish Co. Planning meeting on June 28.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of June 14, 2022. Motion: Approve the Brier City Council Minutes of June 14, 2022. Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Brier City Council Workshop Minutes of June 21, 2022. Motion: Approve the Brier City Council Workshop Minutes of June 21, 2022 Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Consent Agenda:

Mayor Kaemingk opened for consideration approval of the Inslee-Best Agreement. Motion: Approve the Inslee-Best Agreement. Moved by Councilmember Gallagher, Seconded by Councilmember Krienke. Motion Carried.


Hearings:

Mayor Kaemingk opened the Public Hearing on Ordinance No. 484, amending the Stormwater Code. Planner Flathman gave a brief overview. Mayor Kaemingk opened the public hearing at 7:17 PM. Mayor Kaemingk closed the public hearing at 7:18 PM.


Consideration of BIDS, LIDS & Related Matters:

Mayor Kaemingk opened for consideration approval to award the Elm Pedestrian Bridge BID to Danneko Construction in an amount not to exceed $120,000.00. Motion: Approve the award of the Elm Pedestrian Bridge BID to Danneko Construction in an amount not to exceed $120,000.00. Moved by Councilmember Rosman, Seconded by Councilmember Gallagher. Council discussion.

Motion Carried.


Ordinances, Resolutions & Orders:

Mayor Kaemingk opened for consideration approval of Resolution No. 590. Adopting the Snohomish County Comprehensive Solid & Hazardous Waste Management Plan. Motion: Approve Resolution No. 590, Adopting the Snohomish County Comprehensive Solid & Hazardous Waste Management Plan. Moved by Councilmember Marley, Seconded by Councilmember Gallagher. Motion carried.

 

Mayor Kaemingk opened for consideration approval of Ordinance No. 484, amending the Stormwater Code. Motion: Approve Ordinance No. 484, amending the Stormwater Code. Moved by Councilmember Marley, Seconded by Councilmember Rosman. Motion Carried.


Miscellaneous Business by Call of Councilmembers & City Officials:

Chief Almquist gave an update on the Police Department.

Mayor Kaemingk opened for consideration to cancel the July 5th workshop meeting. Motion: Cancel the July 5th workshop meeting. Moved by Councilmember Gallagher, Seconded by Councilmember Krienke. Motioned Carried.


Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the June 2022 Claim Checks. Motion: Approve the June 2022 Claim Checks No. 43807 through No. 43827 in the amount of $69,567.23. Moved by Councilmember Gallagher, Seconded by Councilmember Lockhart.

Motion Carried.

Mayor Kaemingk declared the meeting adjourned at 7:34 PM


Unfinished Business:

Mayor Kaemingk opened for consideration approval of the purchase or lease of two police vehicles. Motion: Approval of the purchase of two police vehicles from Dwayne Lane car dealership not to exceed $120,000.00. Moved by Councilmember Krienke, Seconded by Councilmember Lockhart. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Kaemingk asked when the newsletter will be mailed. Clerk-Treasurer Swisher stated by the end of next week.


Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the May 2022 Payroll Checks. Motion: Approve the May 2022 Payroll Checks No. 43715 through No. 43719 and EFT transactions in the amount of $166,648.91. Moved by Councilmember Gallagher, Seconded by Councilmember Nick.  Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the May 2022 Claim Checks. Motion: Approve the May 2022 Claim Checks No. 43755 through No. 43774, Checks No. 43777 through No. 43806 in the amount of $444,952.52 and voided Checks No, 43775 and No. 43776. Reason: Black Ink from original printer; unable to use. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. There was Council discussion. Motion Carried.
