BRIER CITY COUNCIL MINUTES
September 13, 2022
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM.
Roll Call:
Present: Mayor Kaemingk,
Councilmembers Gallagher, Krienke, Lockhart, Marley,
Moran, Nick, and Rosman.
Staff: Clerk-Treasurer Swisher,
Chief Almquist.
Public
Requests & Oral Communications:
Hisham Othman, Brier, would like to see the
bathrooms in Brier Park rebuilt, they don't reflect the City.
Reports of
Committees & City Officials:
Mayor Kaemingk reported that the biggest topic
among the county mayors is crime.
Chief Almquist reported that he has been filling in
on patrol Sunday through Wednesday 6 AM to 6 PM. He has begun the process to
try and get the department state accredited.
Councilmember Nick mentioned that the other piece
of the crime issues everyone is experiencing it the effect the legislature and
the governor have on the laws that tie the hands of police officer.
Councilmember Gallagher reviewed the claim checks
on September 8th and attended the staff meeting on September 13th.

Mayor Kaemingk opened for consideration of the Developer
extension Agreement for Phillips Ridge located at 22015 Old Poplar Way. Motion: Approve the Developer extension

Mayor Kaemingk opened for consideration of the Water and Wastewater
Contractor Agreement with Snohomish County Human Services Department. Motion: Approve the Water and

Moved by Councilmember Rosman, Seconded by Councilmember Marley.

Miscellaneous
Business by Call of Councilmembers & City Officials:
Chief Almquist discussed the traffic impacts from
outside the city with the new construction and what the police department are going
to try and do to curb it by using enforcement and education. He discussed the
school zones and how we try to manage those areas. There was discussion
regarding the issues in Dundee and the traffic of parents dropping off students
on 32nd instead of using the middle school driveway.

of Accounts:
Mayor Kaemingk opened for consideration approval of the August 2022
Payroll Checks. Motion: Approve the August 2022
Payroll Checks No. 43990 through No. 43994 and EFT transactions in the amount
of $141,612.61 and voided Check No. 43829. Reason: Lost in the mail, reissued
with Check No. 43947, Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.
Mayor Kaemingk opened for consideration approval of the August 2022
Claim Checks Motion:
Approve the August 2022 Claim Checks No. 43995 through No. 43998, Checks
No. 44000 through No. 44039 and EFT transactions in
the amount of $204,216.98 and voided Check No. 43783. Reason: Lost in the mail,
reissued with Check No. 43999. There was Council discussion, Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion
Carried.
