BRIER CITY COUNCIL MINUTES
September 27, 2022
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 6:59 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk,
Councilmembers Gallagher, Krienke, Lockhart, Marley, Moran,
Nick, Rosman.
Staff: Deputy Clerk Snowden, Utility Billing Clerk Zenk, City
Attorney Reitan, Police Chief Almquist.
Mayor Kaemingk opened the presentation of a Life
Saving Medal ceremony. Chief Almquist
introduced Officer Otake and gave a brief overview of the situation and how
Officer Otake took action to revive the person in distress.
Public
Requests & Oral Communications:
Maria Buell, Brier, requested to bring back the
zoom meetings to allow local residents to participate
in the meetings.
Bill Fulton, Brier, talked to the council regarding
the increased flight times of airlines using Paine Field and he is concerned
about the property values of Brier. There was council discussion.
Reports of
Committees & City Officials:
Mayor Kaemingk wanted to recognized Chief Almquist who
was a first responder to in incident regarding a loss of an infant and how the Chief
Almquist has continued his support of the family with the loss.
Chief Almquist gave a follow up from the workshop
meeting in regard to reaching out to speed enforcement
companies for options for photo enforcement, he has reached out to two
companies and is working with American Traffic Solutions to start the process
on if this is a viable option. He also
gave an update on the hiring process and getting possible candidates to fill
the open position in the department.
Mayor Kaemingk noted that in his previous
discussions with other Mayors in the neighboring cities regarding the increased
crime and in such that the Mayors have since written a
letter to the Governor and Legislature regarding this. It was also brought to his attention that
there is a video that has been produced showing the constraints to the officers
in these situations. Chief Almquist gave an explanation of
the video and stated that the video has been posted on Brier PD Facebook
page. The Mayor
also talked about the house fire in Brier over the weekend, mentioning the
response time of fire department was less than 5 minutes and gave a list as too
who responded.
Councilmember Gallagher reviewed claims checks on September
26.
Councilmember Rosman observed the Sno-Isle Library
meeting on September 19th and the Snohomish Co Planning Commission
meeting on September 27.
Councilmember Lockhart attended the Parks board
meeting on September 14.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of the Brier City
Council Minutes of September 13th, 2022. Motion:
Approve the Brier City Council Minutes of September 13th, 2022. Moved by
Councilmember Nick, Seconded by
Councilmember Lockhart. Motion Carried.
Mayor Kaemingk opened for consideration approval of the Brier City
Council Workshop Minutes of September 20th, 2022. Motion: Approve the Brier City Council
Workshop Minutes of September 20th, 2022. Moved by Councilmember Gallagher, Seconded by Councilmember Rosman. Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Kaemingk opened for Public Comment on Resolution No. 592,
requesting annexation into the South Snohomish County Fire & Rescue
Regional Authority.
Hisham Othman, Brier, requested explanation regarding the new rates of
the RFA and how that would affect the residents with paying property taxes.
Mayor Kaemingk opened for consideration approval of Resolution No. 592, requesting annexation into the South Snohomish County
Fire & Rescue Regional Authority. Motion:
Approve Resolution No. 592, requesting annexation into the South Snohomish
County Fire & Rescue Regional Authority. Moved by Councilmember Marley, Seconded
by Councilmember Gallagher. There was council discussion. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Moran wanted to follow up regarding
the traffic issues surrounding the school. Chief Almquist is working along with
Councilmember Rosman to reach out to the school district to find a solution. Councilmember Rosman followed up in saying
that due to a shortage of drivers, the school district is having to create
routes that require the students to be on the bus over an hour
so the parents are electing to drive their students. The school district is working on hiring more
drivers which could prevent some of the traffic issues.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the September 2022
Claim Checks. Motion: Approve the September 2022 Claim Check No. 44040
and Checks No. 44046 through No. 44077 in the amount of $380,457.06. Moved by
Councilmember Gallagher, Seconded by
Councilmember Nick. Motion Carried.
Adjournment
Mayor Kaemingk declared the meeting adjourned at 7:48 PM.
