BRIER CITY COUNCIL MINUTES

November 8, 2022

Mayor Kaemingk called the regular Brier City Council Meeting to order at 6:59 PM and the flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Lockhart, Marley, Moran, Nick and Rosman. Councilmember Krienke arrived at 7:07pm

 Staff: Clerk-Treasurer Swisher, Deputy Clerk Snowden, Police Chief Almquist.

 

Public Requests & Oral Communications: None

 

Reports of Committees & City Officials:

Mayor Kaemingk met with South Snohomish County mayors regarding their main concern of crime in the area.

Councilmember Rosman attended Library board meeting on November 3rd.

Councilmember Gallagher reviewed checks and attended the Community Transit board meeting.

Chief Almquist stated the department has been accepted to participate in a Target Zero program focusing on DUI enforcement, seat belt, distracted driving and stop sign/cross walk violations over time. The Chief and Lt. Ridout will be conducting three command interviews for the entry level candidates tomorrow, November 9. The Chief is working on the annual report for January 2023. Reminded everyone that Coffee with a Cop is coming up in November, in December and January the community invite will go out for getting block watch back up and running.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of October 25, 2022. Motion: Approve the Brier City Council Minutes of October 25, 2022. Moved by Councilmember Nick, Seconded by Councilmember Lockhart. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Brier City Council Workshop Minutes of November 1, 2022. Motion: Approve the Brier City Council Workshop Minutes of November 1, 2022. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Hearings:

Mayor Kaemingk opened the public hearing on Ordinance No. 485 for the levying of the 2023 property taxes at 7:09 PM. Public hearing was closed at 7:10 PM. Motion: Approve Ordinance No. 485 for the levying of the 2023 property taxes. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.


Ordinances, Resolutions & Orders:

Mayor Kaemingk opened for consideration approval of Ordinance No.482.A, amending BMC 17.08.050 correcting a scriveners error. Motion: Approve Ordinance No.482.A, amending BMC 17.08.050 correcting a scriveners error. Moved by Councilmember Marley, Seconded by Councilmember Moran. Motion Carried

 

Mayor Kaemingk opened for consideration approval of Ordinance No. 487 amending section 2.12.060 regarding the Planning Commission. Motion: Approve Ordinance No. 487 amending section 2.12.060 regarding the Planning Commission. Moved by Councilmember Marley, Seconded by Councilmember Moran. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Kaemingk instructed the proclamation declaring November as Veterans appreciation month and asked Clerk-Treasurer Swisher to read the Veteran's Day Proclamation. Motion: Approved the Veteran's Day Proclamation making November 2022 Veterans appreciation month in Brier. Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.


Councilmember Krienke spent time with City Clerk Swisher regarding the budget.

Councilmember Moran spoke about his communication with William Fulton regarding the noise created by planes flying overhead. Council discussion.

Clerk-Treasurer Swisher distributed a draft copy of the newsletter and encouraged the councilmembers to send ideas to fill the space. She also mentioned that the state auditors have begun working the audit and invited councilmembers to be part of the entrance meeting.

 

Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the October 2022 Payroll Checks. Motion: Approve the October 2022 Payroll Checks No. 44080, Checks No. 44120 through No. 44124 and EFT transactions in the amount of $153,842.54. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the October 2022 Claim Checks. Motion: Approve the October 2022 Claim Checks No. 44157 through No. 44190 in the amount of $56,434.37. Moved by Councilmember Gallagher, Seconded by Councilmember Rosman. Motion Carried.
