BRIER CITY COUNCIL MINUTES

January 10, 2023

Mayor Kaemingk called the regular Brier City Council Meeting to order at 6:59 PM and flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Krienke, Lockhart, Marley, Moran, Nick and Rosman.

Staff: Clerk-Treasurer Swisher, Police Chief Almquist, Deputy Clerk-Treasurer Snowden.


Public Requests & Oral Communications: None

 

Reports of Committees & City Officials:

Councilmember Rosman and Councilmember Gallagher on December 15th, attended a Snohomish County Cities Meeting with public officials from neighboring cities along with Legislators and Senators. Updates on legislative issues were given by ACW. The next meeting is on January 19th, if anyone would like to attend, please let Clerk-Treasurer Swisher know.

 

Councilmember Gallagher reviewed claim checks on January 6th.

 

Councilmember Rosman attended the Library board meeting on January 5th. She also attended the Block- Watch meeting on January 9th.

 

Councilmember Krienke met with the Public Works Department to talk about Department issues, primarily snow removal on December 15th.

 

Mayor Kaemingk opened the floor for the Police Department Annual Report.  Chief Almquist gave an annual report presentation, updating the council on the development of the department. Council thanked Police Chief Almquist for the presentation.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of December 13, 2022. Motion: Approve the Brier City Council Minutes of December 13, 2022. Moved by Councilmember Nick, Seconded by Councilmember Lockhart. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Brier City Council Workshop Minutes of January 3, 2023. Motion: Approve the Brier City Council Workshop Minutes of January 3, 2023. Moved by Councilmember Gallagher, Seconded by Councilmember Rosman.

Motion Carried.

 

Consent Agenda:

Mayor Kaemingk opened for consideration the confirmation of the Mayor's re-appointment of Karl Rosman to Planning Commission Position No. 1, with a term set to expire January 31, 2025. Motion: Approve the Mayor's re-appointment of Karl Rosman to Planning Commission Position No. 1, with a term set to expire January 31, 2025. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Mayor Kaemingk opened for consideration the confirmation of the Mayor's appointment of Hisham Othman to Planning Commission Position No. 2, with a term set to expire January 31, 2025. Motion: Approve the Mayor's appointment of Hisham Othman to Planning Commission Position No. 2, with a term set to expire January 31, 2025. Moved by Councilmember Nick, Seconded by Councilmember Lockhart. Motion Carried.

 

Mayor Kaemingk opened for consideration the confirmation of the Mayor's re-appointment of Daniel Hackney to Library Board Position No. 4, with a term set to expire December 31, 2026. Motion: Approve the Mayor's re-appointment of Daniel Hackney to Library Board Position No. 4, with a term set to expire December 31, 2026. Moved by Councilmember Rosman, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Kaemingk opened for consideration the authorization of the Mayor's signature on the Transfer of Assets documents for the Snohomish County Health District. Motion: Approve the Mayor's signature on the Transfer of Assets documents for the Snohomish County Health District Moved by Councilmember Gallagher, Seconded by Councilmember Krienke. Motion Carried.

 

New Business:

Mayor Kaemingk opened for consideration the authorization of the Mayor's signature on the pre-annexation agreement with South County Fire. Motion: Approve the Mayor's signature on the pre-annexation agreement with South County Fire. Moved by Councilmember Krienke, Seconded by Councilmember Gallagher. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Kaemingk opened for consideration the nominations of Mayor Pro-Tem.

Councilmember Gallagher nominated Councilmember Marley for 2023. No other nominations given. Motion: Approve Councilmember Marley as new Mayor Pro-Tem for 2023. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Kaemingk opened for consideration to cancel the January 17th council workshop meeting. Motion: Approve the cancellation of the January 17th council workshop meeting. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the December 2022 Payroll Checks. Motion: Approve the December 2022 Payroll Checks No. 44329 through No. 44333 and EFT transactions in the amount of $176,866.67. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the December 27, 2022 Claim Checks. Motion: Approve the December 27, 2022 Claim Checks No. 44287 through No. 44328 in the amount of $240,696.78.  Moved by Councilmember Gallagher, Seconded by Councilmember Rosman. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the January 10, 2023 Claim Checks. Motion: Approve the January 10, 2023 Claim Checks No. 44334 through No. 44351 in the amount of $8,619.55. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.
