BRIER CITY COUNCIL MINUTES

January 24, 2023

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00pm and flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Krienke, Lockhart, Marley, Moran, Nick and Rosman.

Staff: Clerk-Treasurer Swisher, Deputy Clerk- Treasurer Snowden.

 

Public Requests & Oral Communications:

Shelly Magnuson, Brier, as a Parks Board member requested that the council members annually attend a Parks Board meeting to introduce themselves and answer questions that the board members may have regarding current issues and future plans for the parks. She also stated that she will be stepping down from the board.

 

Karla Wood, Brier, was concerned about the intersection of 216th/ Poplar Way and Vine Rd due to increased traffic. She asked about when the work at Brierwood Park will be happening and that she will also be stepping down from the Parks Board after her term.

 

Mayor Kaemingk and Councilmembers discussed the Brier Park restroom issue and the increased traffic issue at the intersection of 216th/Poplar Way and Vine Rd.

 

Reports of Committees & City Officials:

Mayor Kaemingk attended the Snohomish Co. Cities meeting along with Councilmember Gallagher and Councilmember Gallagher was elected to the Snohomish Co Regional Law and Justice committee. Mayor Kaemingk, along with Snohomish County Councilmember Nearing attended the MLK breakfast at the Everett YMCA and also attended the HART commission meeting regarding homelessness in Snohomish County.

Councilmember Gallagher and Councilmember Marley reviewed claims checks on January 23rd.

Councilmember Marley attended the Planning Commission meeting on January 18th.

Councilmember Rosman attending the Snohomish Co. Planning Commission and also listened to the AWC Legislative update.

 

City Clerk-Treasurer Swisher read into record the announcement of the 2023 Comprehensive Plan amendments suggestions that are due by March 31, 2023.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of January 10, 2023. Motion: Approve the Brier City Council Minutes of January 10, 2023. Moved by Councilmember Nick, Seconded by Councilmember Lockhart. Motion Carried.


New Business:

Mayor Kaemingk opened for consideration approval of the Mayor's signature on the Transportation Improvement Board Agreement for overlays. Motion: Approve the Mayor's signature on the Transportation Improvement Board Agreement for overlays. Moved by Councilmember Marley, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Mayor's signature on the Extension Agreement with Lee Michaelis for City Planner services. Motion: Approve the Mayor's signature on the Extension Agreement with Lee Michaelis for City Planner services. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Mayor's signature on Addendum III of the Interlocal Agreement with the City of Sunnyside for the housing of inmates. Motion: Approve the Mayor's signature on Addendum III of the Interlocal Agreement with the City of Sunnyside for the housing of inmates. Moved by Councilmember Marley, Seconded by Councilmember Rosman. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the Mayor's re-appointment of Jacqueline Siegel to the Library Board Position No. 5 and Marilyn Joplin to position No. 6, both with a terms set to expire December 31, 2026. Motion: Approve the Mayor's re-appointment of Jacqueline Siegel to the Library Board Position No. 5 and Marilyn Joplin to position No. 6, both with a terms set to expire December 31, 2026. Moved by Councilmember Rosman, Seconded by Councilmember Nick. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Kaemingk opened for consideration approval of Resolution No. 594 Adopting the amended South County Fire Plan. Motion: Approve Resolution No. 594 Adopting the amended South County Fire Plan. Moved by Councilmember Gallagher, Seconded by Councilmember Krienke. Motion Carried.


Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Pro-Tem Marley announced the new liaison assignments for 2023.

 

City Clerk-Treasurer Swisher read the announcement for resident volunteers needed to join the Pro / Con committees for the RFA ballot measure. Letters of interest are due by February 9, 2023.


Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the December 31, 2022 Claim Checks. Motion: Approve the December 31, 2022 Claim Checks No. 44356 and 44357, Checks No. 44359 Through No. 44371 and EFT transaction in the amount of $76,731.85. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Kaemingk opened for consideration approval of the January 24, 2023 Claim Checks. Motion: Approve the January 24, 2023 Claim Checks No. 44353, 44355, 44358, Checks No. 44372 through No. 44402 in the amount of $ 618,203.64. Voided Check No. 44236. Reason: Incorrect Amount, reissued with Check No. 44354. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.
