BRIER CITY COUNCIL MINUTES
April 25, 2023
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk,
Councilmembers Gallagher, Krienke, Lockhart, Marley,
Moran, Nick and Rosman.
Staff: Clerk-Treasurer Swisher, Deputy Clerk-Treasurer Snowden,
Police Chief Almquist, City Attorney Dawn Reitan.
Public
Requests & Oral Communications:
Christopher Young, Brier - requested the council change
the ordinance regarding ATVs being allowed on City side streets as long as they are licensed, have street legal kits and the
riders wear protective gear.
Gary Morgan, Brier - wanted to give the Council
constructive criticism regarding the RFA flyer but was stopped by City Attorney
Dawn Reitan citing Public Disclosure Commission rules.
Reports of
Committees & City Officials:
Mayor Kaemingk continues to meet with the Snohomish
Co. Mayors discussing legislation regarding an ordinance about controlled
substances in public areas.
Councilmember Marley reviewed claim checks on April
21.
Councilmember Gallagher met with Public Works and
attended the Community Transit meeting.
Councilmember Rosman attended the legislative
update on April 21.
City Clerk Swisher gave an update on the proposal
to keep the library open after hours. WCIA has denied the proposal due to
liability issues.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of the Brier City
Council Minutes of April 11, 2023. Motion:
Approve the Brier City Council Minutes of April 11, 2023. Moved by
Councilmember Nick, Seconded by
Councilmember Gallagher. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Police Chief Almquist gave an update on National
Night Out. They are finding that since
Brier Park is having issues with moles and the ground being uneven, they are
having to look at different staging areas for the events.
Mayor Kaemingk opened for consideration to cancel
the May 2nd council workshop meeting. Motion:
Approve the cancellation of the May 2nd council workshop meeting. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion
Carried.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of the April 2023 Claim
Checks.
Motion: Approve the April 2023 Claim
Checks No. 44613 through No. 44616 and No. 44621 through No. 44651 in the
amount of $117,905.08. Moved by Councilmember Marley, Seconded
by Councilmember Rosman. Motion Carried.
Executive
Session Pursuant to RCW 42.30.110(1)(i)
Mayor Kaemingk stated that Council will recess at
7:21PM to Executive Session Pursuant to RCW 42.30.110(1)(i) to discuss
potential litigation. No action will be taken. Motion: To recess to Executive Session to discuss potential
litigation for approximately 30 minutes, returning at 7:55pm. No action will be
taken. Moved by Councilmember
Marley, Seconded by Councilmember
Krienke. Motion Carried. The council reconvened at 7:57 PM.
Adjournment
Mayor Kaemingk declared the meeting adjourned at 7:57 PM.
