BRIER CITY COUNCIL MINUTES
July 11, 2023
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Gallagher, Krienke,
Lockhart, Marley, Moran, Nick and Rosman.
Staff: City Clerk Swisher,
Utility Clerk Zenk and Interim City Planner Michaelis.
Public
Requests & Oral Communications:
Gary Morgan Brier-asked about the drug and land use
bills that were passed by the State legislature.
Steve DeKoekkoek, Brier-sent comments to the state
legislator regarding the housing/density bills.
Reports of
Committees & City Officials:
Mayor Kaemingk shared that the efforts from the
council and public works to hire the mole contractor was
successful and the city will be able to host NNO and other events this summer.
Councilmember Gallagher attended the Community Transit
meeting last Thursday.
Councilmember Marley reviewed Claims on July 7th
Councilmember Rosman shared that past Councilmember
John Joplin recently passed away.
Approval
of Minutes:

opened for consideration approval of the Brier City Council Minutes of June 27,
2023. 7:19 PM Motion: Approve the Brier City Council Minutes of June 27,
2023. Moved
by Councilmember Nick, Seconded by
Councilmember Gallagher. Motion Carried.
Hearings:
Mayor Kaemingk introduced
the public hearing regarding The Estate of Dreams
Plat Modification, located at 22215 Brier Rd (PM23-01). Interim City Planner Michaelis gave a brief overview of
the project. The applicant/developer of the project is proposing a revision
to remove the sidewalk on the south side of the previously approved road design
for 223rd Pl SW. The removal of the sidewalk would reduce the
amount of grading needed and would allow three off-site trees to be retained.
Pedestrian circulation would be maintained by providing a sidewalk on the north
side of the new street that would connect Brier Rd. with the existing portion
of 223rd Pl SW. There was council discussion.
Public hearing was opened
at 7:22 PM
Eligio Fernando, Brier-stated
safety concerns regarding the grading and the power pole currently present at
the site.
Steve Dekoekkoek, Brier -stated
he was in favor of the Plat Modification.
Public hearing was closed
at 7:27 PM
Motion: Approve the Estate of Dreams Plat
Modification, located at 22215 Brier Rd (PM23-01). Moved by Councilmember Krienke, Seconded by Councilmember Marley.
Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Kaemingk opened for consideration approval of Resolution No. 600 Izabella's
Ridge Subdivision Preliminary Approval (SUB22-01). Interim City Planner Michaelis gave a brief
overview of the project. The proposal is a subdivision of three existing
parcels totaling 5.87 acres, into twelve single family residential lots and a
stormwater detention tract. The lots range in size from 12,500 square feet to
31,293 square feet. A single-family residence is located on each of proposed
Lots 5, 7, and 9. These residences will remain as part of the project. There
are existing accessory structures located on proposed Lot 8 that will be
removed. All lots will be accessed via a new public road with a cul-de-sac,
served by public water and sewer. Stormwater will be collected from rooftops,
driveways, and roadways via a system of roof, yard, and driveway drains and
catch basins. Water will then be routed to an onsite storm drainage detention
facility located in Tract 999. There was council
discussion. 7:47 PM Motion: Approve
Resolution No. 600 Izabella's Ridge Subdivision Preliminary Approval
(SUB22-01). Moved by Councilmember
Nick, Seconded by Councilmember
Lockhart. Council discussion.
Motion: Amend the motion to request
pedestrian access between lot 8 and 9 allowing for approximately a 12-foot
easement. Moved by Councilmember
Rosman, Seconded by Councilmember
Gallagher. There was council discussion. Motion Failed. 7:50 PM

transactions in the amount of $190,328.74. Moved by Councilmember
Marley, Seconded by Councilmember
Gallagher. Motion Carried.
Mayor Kaemingk
opened for consideration approval of the June 2023 Claim Checks. Motion: Approve
the June 2023 Claim Checks No. 44808, Checks No. 44813 through No. 44841 in the
amount of $51,998.97. Moved by Councilmember Marley, Seconded
by Councilmember Rosman. Motion Carried.
