BRIER CITY COUNCIL MINUTES
August 8, 2023
Mayor Kaemingk called the regular Brier City
Council Meeting to order at 7:00 PM and flag salute was given.
Roll Call:
Present: Mayor Kaemingk, Councilmembers Gallagher, Krienke, Lockhart, Marley,
Moran, Nick and Rosman.
Staff: Deputy Clerk Snowden,
Officer Hawley.
Public
Requests & Oral Communications:
Dan Allen, Brier- asked about the status of the
Police Department. Mayor Kaemingk said he cannot comment on the issue at the moment, but as soon as he can, he will.
Hisham Othman, Brier, asked how the council
cancelled the NNO at the July 25th meeting and the reason why.
Councilmember Krienke stated the event was cancelled after the council came out
of executive session and the reason was staffing issues.
Mayor Kaemingk opened the presentation by Sno-Isle
Executive Director Lois Langer Thompson. Director Thompson gave a presentation and the District Manager for the
South District Phillip Spirito spoke regarding the programs and events that
happen at the Library. There was council discussion
and questions regarding the programs that are offered.
Reports of
Committees & City Officials:
Mayor Kaemingk re-introduced Officer Hawley as the
Officer in Charge / acting Chief and gave a brief back ground
on Officer Hawley's experience. Officer Hawley thanked the Mayor and the Council
for being supportive. Councilmember Krienke asked questions regarding staffing
and the long term viability of the Police Dept. Councilmember
Rosman asked about the possibility of making it more enticing for more officers
to take a look at Brier. Council discussion.
Mayor Kaemingk met with Dept.
of Emergency Management, the Police Dept. and Officer Hawley.
Councilmember Marley reviewed claims checks on August
4.
Councilmember Gallagher met with the Public Works
Dept., emergency briefing in the radio room, and attended Community Transit
meeting.
Approval
of Minutes:
Mayor Kaemingk opened for consideration approval of the Brier City Council
Minutes of July 25, 2023. Motion: Approve
the Brier City Council Minutes of July 25, 2023. Moved by Councilmember Nick, Seconded
by Councilmember Krienke. Motion Carried.
Hearings:
Mayor Kaemingk opened for Public Hearing on the 2023
Stormwater Management Program plan update. At 7:34 PM Mayor Kaemingk opened the
hearing and asked for comments from the public. ML DeMorett asked about how the plan addresses the
HOA and their drainage/ detention ponds. Mayor Kaemingk said that Public Works usually
addresses those individually by letters. At 7:37 PM hearing was closed.
Mayor Kaemingk opened for Public Hearing and
consideration of Home Occupation Business #605256042 located at 2406 228th
St SW by Deborah Haney for Doggy Style. Deputy
Clerk Snowden gave a brief background of the business proposal. At 7:37 PM Mayor
Kaemingk opened the hearing and asked for any public comment.
A resident of Brier, asked
about parking. Owner Deborah Haney
stated that she has two available spaces in the driveway. At 7:40 PM hearing was
closed. Motion: Approval of Home Occupation
business #605256042 located at 2406 228th St SW by Deborah Haney for
Doggy Style. Moved by Councilmember
Marley, Seconded by Councilmember
Gallagher. Motion Carried.
Ordinances, Resolutions & Orders:
Mayor Kaemingk opened for consideration approval of
Resolution No. 601 adopting the 2023 Stormwater Management Program Plan Update. Motion: Approve Resolution No. 601 adopting the 2023
Stormwater Management Program Plan Update. Moved
by Councilmember Rosman, Seconded by
Councilmember Gallagher. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Kaemingk mentioned that he had received an
email regarding former Councilmember John Joplin's celebration of life on August
20.
Councilmember Rosman reminded everyone about
Seascare.
Mayor Kaemingk opened for consideration to cancel
the August 15th Council workshop meeting. Motion: Approve to cancel the August 15th Council
workshop meeting. Moved by
Councilmember Gallagher, Seconded by
Councilmember Nick. Motioned Carried.
Auditing
of Accounts:
Mayor Kaemingk opened for consideration approval of
the July 2023 Payroll Checks.
Motion: Approve the July 2023 Payroll
Checks No. 44877 through No. 44879 and EFT transactions in the amount of
$173,362.83. Moved
by Councilmember Marley, Seconded by Councilmember Gallagher. Motion
Carried.
Mayor Kaemingk opened for consideration approval of
the July 2023 Claim Checks. Motion: Approve the July 2023
Claim Checks No. 44872 through No. 44876, Check No. 44881, Checks No. 44883
through No. 44921 in the amount of $136,793.79 and voided Check No. 44882.
Reason: Original check was a refund for the NNO car show entry, Mr. Anderson
decided to donate to Seascare. Moved by
Councilmember Marley, Seconded by
Councilmember Gallagher.
Motion Carried.

Mayor Kaemingk declared the meeting adjourned at 7:46 PM
