BRIER CITY COUNCIL MINUTES

September 26, 2023

Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

 

Roll Call:

Present: Mayor Kaemingk Councilmembers Gallagher, Krienke, Lockhart, Marley, Moran, Nick, and Rosman

Staff: Clerk-Treasurer Swisher, Deputy Clerk Snowden.

 

Public Requests & Oral Communications:

Steven Keeler of Edmonds WA. Gave the Mayor and each Councilmember a handout regarding the Edmonds School District. He is speaking to voice his disapproval regarding the quality of instruction within the Edmonds School District as the testing results show.

 

Steve DeKoekKoek of Brier, asked about the comprehensive plan for next year and what the process is associated with that. Mayor Kaemingk stated that Interim City Planner Michaelis will hopefully become a city employee after January 2nd, he will start moving forward on the process.

 

Reports of Committees & City Officials:

Mayor Kaemingk mentioned that he asked Chief Hawley to not be here due to working 12 hour days, 6-7 days a week. Officer Reimer will be ready to be on her own in early October per the Field Training Officer. A number of other officers are working their way through the back ground checks and the pre-employment process. The Mayor is working with the city attorney regarding property issues, working on the union contracts, assisting with the budget process and announced that the pickleball court lines will be painted on one of the tennis courts to create two pickleball courts.

 

Councilmember Marley reviewed claim checks on September 22.

 

Councilmember Lockhart attended the Police Department union negations meeting.

 

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of September 12, 2023. Motion: Approve the Brier City Council Minutes of September 12, 2023 Moved by Councilmember Nick, Seconded by Councilmember Krienke. Motion Carried.

 

Hearings:

Mayor Kaemingk opened the for the public hearing and consideration of Home Occupation Business No. 604406966, located at 24228 31st Ave W, by Reham Elsayed for Reham's Cake Gallery. Mayor Kaemingk opened the public hearing at 7:16 PM and asked for public comment.

Hisham Othman, Brier is in support of the business.

Steve DeKoeKoek, Brier is in support of the business.

Mayor Kaemingk closed the hearing at 7:17 PM. Motion: Approve business No. 604406966, located at 24228 31st Ave W, by Reham Elsayed for Reham's Cake Gallery with conditions stated. Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.



Mayor Kaemingk opened for consideration the release of the Land Disturbing Activity Performance Assurance Bond for Jefferson Park 2 SP20-02 located at 22202 Old Poplar Way.

Motion: Approve to release of the Land Disturbing Activity Performance Assurance Bond for Jefferson Park 2 SP20-02 located at 22202 Old Poplar Way. Moved by Councilmember Gallagher, Seconded by Councilmember Rosman. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Kaemingk open for consideration to cancel the October 3rd council workshop meeting.

Motion: Approve to cancel the October 3rd council workshop meeting. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.


Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the September 2023 Claim Checks. Motion: Approve the September 2023 Claim Checks No. 45008 through No. 45013, Checks No. 45018 through No. 45040 and EFT Transaction in the amount of $190,202.67. Moved by Councilmember Marley, Seconded by Councilmember Gallagher. Motion Carried.

 

Executive Session:

Mayor Kaemingk stated the Council needs to recess into Executive Session pursuant to RCW 42.30.110(D) regarding negotiations & to review negotiations on the performance of a publicly bid contract. Motion: At 7:28 PM Recess into Executive Session pursuant to RCW 42.30.110(D) regarding negotiations & to review negotiations on the performance of a publicly bid contract for one hour, no action will be taken. Moved by Councilmember Krienke, Seconded by Councilmember Marley. Motion Carried. Mayor Kaemingk stated at 8:36 PM the executive session will extend by 20 minutes. Mayor Kaemingk adjourned the executive session at 9:06 PM.
