Mayor Kaemingk called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

Roll Call:

Present: Mayor Kaemingk, Councilmembers Gallagher, Lockhart, Marley, Moran, Nick and Rosman.

Absent: Councilmember Krienke.

Staff: Building Inspector Eric Beverly.

Public Requests & Oral Communications:

Allison Grant, Brier-Shared that she met with Councilmember Marley and Building Inspector Eric Beverly regarding a property complaint located at 23006 35^th Ave W. She passed out a handout to City Council.

Mark Cortezzo, Brier-Would like to invite the Council to come to this house to observe the property at 23006 35^th Ave W.

There was Council discussion regarding the complaints at 23006 35^th Ave W.

Reports of Committees & City Officials:

Mayor Kaemingk gave an update on the Police Department and City Hall.

Building Inspector Eric Beverly-gave a brief update on code changes coming and commented on the citizen complaints at 23006 35^th Ave W.

Councilmember Marley reviewed claim checks this week.

Councilmember Gallagher attended the Community Transit Meeting.

Approval of Minutes:

Mayor Kaemingk opened for consideration approval of the Brier City Council Minutes of September 26, 2023. 7:49 PM Motion: Approve the Brier City Council Minutes of September 26, 2023. Moved by Councilmember Nick, Seconded by Councilmember Gallagher.

Motion Carried.

Old Business:

Mayor Kaemingk opened for consideration the continuance of the July 25^th Home Occupation Business No. #603548543 located at 23000 35^th Ave W by Audra Holt for The Mower Shop, LLC. No public comment will be taken. There was Council discussion. Building Inspector, Eric Beverly answered questions that the Council had regarding the business. 8:04 PM Motion: Deny Home Occupation Business No. #603548543 located at 23000 35^th Ave W by Audra Holt for The Mower Shop, LLC based on the continual violations against the property, Moved by Councilmember Rosman, Seconded by Councilmember Moran. Councilmember Rosman and Councilmember Moran withdrew the motion.

8:11 PM Motion: Approve Home Occupation Business No. #603548543 located at 23000 35^th Ave W by Audra Holt for The Mower Shop, LLC with the conditions noted by staff, Moved by Councilmember Marley, Seconded by Councilmember Gallagher. 8:17 PM Roll call vote was taken. Motion Carried.

Councilmember Rosman shared information regarding a grant for climate change and mentioned that one of the school zone signs looks like it needs to be replaced.

Auditing of Accounts:

Mayor Kaemingk opened for consideration approval of the September 2023 Payroll Checks. 8:24 PM Motion: Approve the September 2023 Payroll Checks No. 44959, Checks No. 45014 through No. 45017 and EFT transactions in the amount of $221,945.65, Moved by Councilmember Marley, Seconded by Councilmember Gallagher. Motion Carried.

Mayor Kaemingk opened for consideration approval of the September2023 Claim Checks.8:24 PM Motion: Approve the September 2023 Claim Checks No. 45041 through No. 45079 in the amount of $165,701.02, Moved by Councilmember Marley, Seconded by Councilmember Gallagher.
