BRIER CITY COUNCIL MINUTES

November 14, 2023

Mayor Pro-Tem Marley called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

 

Roll Call.

Present: Mayor Pro-Tem Marley, Councilmembers Gallagher, Krienke, Lockhart, Moran, Nick and Rosman.

Absent: Mayor Kaemingk.

Staff: Deputy Clerk Treasurer Snowden.

 

Public Requests & Oral Communications:

Steve Dekoekkoek, Brier, asked for clarification on the posting process of public notices on the website. No information regarding public notices or Ordinances are on the website. Council discussion.

 

Councilmember Gallagher introduced the HAM radio operators for the radio room downstairs, Jim and Carolyn.

 

Reports of Committees & City Officials:

Mayor Pro-Tem Marley reviewed claims check on November 3rd.

Councilmember Gallagher attended a Community Transit meeting last week.

Councilmember Rosman attended the Park Board meeting on November 8th and the Snohomish County Planning Commission meeting.

Councilmember Moran attended the Library Board meeting.

 

Approval of Minutes:

Mayor Pro-Tem Marley opened for consideration approval of the Brier City Council Minutes of October 24, 2023. Motion: Approve the Brier City Council Minutes of October 24, 2023. Moved by Councilmember Nick, Seconded by Councilmember Gallagher. Councilmember Rosman brought up that the current minutes state that Council discussed the tracking of bonds but it is was her understanding that there will be a formalized tracking process put into place. Motion Carried.

Consent Agenda:

Mayor Pro-Tem Marley opened for consideration approval of the addendum to the Interlocal Agreement with the City of Sunnyside for Jail Services. Motion: Approve the addendum to the Interlocal Agreement with the City of Sunnyside for Jail Services. Moved by Councilmember Rosman, Seconded by Councilmember Gallagher. Motion Carried.

 

Mayor Pro-Tem Marley opened for consideration approval of the Scope of Services and Fees for the 214th St SW/Old Poplar Way Pavement Preservation Grant Project with Pace Engineers. Motion: Approve the Scope of Services and Fees for the 214th St SW/Old Poplar Way Pavement Preservation Grant Project with Pace Engineers not to exceed $180,000.00. Moved by Councilmember Krienke, Seconded by Councilmember Rosman. Motion Carried.


Hearings:

Mayor Pro-Tem Marley opened the Public Hearing on Ordinance 493 for the Levying of the 2024 Property Taxes at 7:13 PM and asked for public comment. He also gave a quick review of the Ordinance for the public in attendance.

Steve Dekoekkoek, Brier, asked for clarification regarding when new houses are built, how do they come into play when paying taxes. Council discussion. The public hearing was closed at 7:16 PM.

 

Mayor Pro-Tem Marley opened the Public Hearing regarding the Draft 2024 Operating Budget at 7:16 PM and asked for public comment.

Steve DeKoekkoek, Brier, asked if that since being added to the RFA and we are running at a slight deficit, is that expected to flip in the future projections? Councilmember Krienke responded that it doesn't flip. We included in the budget and plan to contract with Berk Consulting again to do some long range forecasting to pull some numbers together and figure out what we need to do and then take it to the voters. By doing the RFA, it bought us some time to pull the information together.

The public hearing was closed 7:18 PM.


Ordinances, Resolutions & Orders:

Mayor Pro-Tem Marley opened for consideration approval of Ordinance No. 486.A amending the 2023 Operating Budget. Motion: Approve Ordinance No. 486.A amending the 2023 Operating Budget. Moved by Councilmember Krienke, Seconded by Councilmember Nick. Motion Carried.

 

Mayor Pro-Tem Marley opened for consideration approval of Ordinance No. 492 amending the Stormwater Service Rates for the years 2024-2028. Motion: Approve Ordinance No. 492 amending the Stormwater Service Rates for the years 2024-2028. Moved by Councilmember Gallagher, Seconded by Councilmember Moran. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Pro-Tem Marley opened for consideration to cancel the council workshop meeting on November 21st. Motion: Approve to cancel the council workshop meeting on November 21st. Moved by Councilmember Gallagher, Seconded by Councilmember Moran. Motion Carried.

 

Councilmember Rosman mentioned during the Park Board meeting, there were questions regarding what can be done to make Locust Creek Park more accessible during the drier seasons since that area is very wet in general. There is naming competition on the Brier Community Page on Facebook to name the Christmas tree, the name will be revealed at the tree lighting on December 2nd. The Park Board meeting minutes were shared. There is interest among the Park Board Committee in having citizen led group in taking a tree inventory and identify the types and location of trees we have in the parks.


Councilmember Moran mentioned while attending the Library Board meeting, they discussed that due to the number of visitors at the events and the noise volume from the events, they would like to have a community spaces separate from the Library for these events to happen, perhaps adding onto the Library building or using the City Hall building. Council discussion.


Auditing of Accounts:

Mayor Pro-Tem Marley opened for consideration approval of the October 2023 Payroll Checks. Motion: Approve the October 2023 Payroll Checks No. 45083 through No. 45086 and EFT transactions in the amount of $156,537.72. Moved by Councilmember Gallagher, Seconded by Councilmember Krienke. Motion Carried.

 

Mayor Pro-Tem Marley opened for consideration approval of the October 2023 Claim Checks. Motion: the October 2023 Claim Checks No. 45120 through No. 45173 in the amount of $186,431.32. Moved by Councilmember Gallagher, Seconded by Councilmember Nick. Motion Carried.
